The City of El Paso Department of Community + Human Development (DCHD) is making available up to $15 Million in Housing and Urban Development (HUD) HOME Investment Partnership Program (HOME) funds to assist in the development of multi-family affordable rental housing. The funds are available for demolition, rehabilitation, and/or construction of property resulting in an increase in affordable housing units available to lower-income El Pasoans.

The Draft Annual Action Plan details the numerous social service programs and public facility and housing improvements the City plans to support through funding from the US Department of Housing and Urban Development (HUD). 2023 LIHTC Requests

The City of El Paso’s Low Income Housing Tax Credit (LIHTC) Program is one of the primary means of directing capital toward the development and preservation of affordable rental housing for low-income households. Tax credits are awarded to eligible participants to offset a portion of their federal tax liability in exchange for the production or preservation of affordable rental housing.
