VA Street Outreach Event

One Team Model - Outreach Deployment & Volunteer Information

The VA, with support from the El Paso Helps initiative and partner agencies, is leading a three-day citywide street outreach surge from July 29 to 31 to engage unsheltered individuals, particularly veterans, and connect them to services. Deployment will occur by a specific Police Regional Command, with morning and evening shifts coordinated through regional staging hubs.

All volunteers are required to attend this session, which includes:

  • Overview of VA outreach protocols
  • Street outreach safety and field conduct
  • Services/resources available
  • De-escalation and navigation tips
OUTREACH DEPLOYMENT SCHEDULE

Monday, July 29 – Wednesday, July 31, 2025

Two shifts per day:
Morning Shift: 6:00 AM arrival, Deployment at 6:30 AM, Return & Debrief by 9:00 AM
Evening Shift: 5:00 PM arrival, Deployment at 5:30 PM, Return & Debrief by 8:00 PM

DAY 1: Monday, July 29
Northeast Regional Command (Team A) - Morning and Evening shifts

All-Day Staging Site: Mission Valley Regional Command

VOLUNTEER ROLES & EXPECTATIONS

Volunteers will support outreach teams led by experienced professionals from VA, EHN, Amistad, and partner agencies.

Tasks include:

  • Distributing water, hygiene kits, food, and essentials
  • Supporting navigation to hub sites and services
  • Taking non-sensitive notes under supervision
  • Following real-time check-in and safety protocols

Volunteers WILL NOT be responsible for:

  • Conducting clinical assessments
  • Handling confidential information
  • Acting independently in high-risk situations

BASIC VOLUNTEER REQUIREMENTS

Volunteers must be 18 years or older and be able to commit to at least one full shift (AM or PM).

  • Be able to walk long distances in hot weather and in uneven terrain
  • Be respectful and comfortable working with people from diverse backgrounds
  • Preferred but not required:
    • Spanish/bilingual skills
    • Knowledge of El Paso neighborhoods
    • Experience in outreach, human services, or faith-based volunteer work

What To Bring & Wear

  • Fully charged smartphone (if available)
  • Comfortable, weather-appropriate clothing (no political logos)
  • Closed-toe shoes
  • Hat and sunscreen recommended

PARTICIPATION & SUPPORT INFO

Volunteers must complete the mandatory training on July 23rd, sign the volunteer waiver, the code of conduct agreement, and agree to follow the team lead's instructions and maintain confidentiality.

On-Site Support Services

  • El Paso Fire Department MIH Team: Medical support on-site
  • Animal Services: Mobile unit available to check on pets at the Welcome Center
