The Legislative Affairs section serves to strengthen El Paso’s influence and competitiveness at the state, federal and international levels.
The section advances priorities set in the City’s strategic plan by advancing favorable policies and legislation, securing funding, and cultivating strategic partnerships that protect and expand City resources. The section provides analysis, coordinates advocacy efforts and works closely with City leadership and departments to promote initiatives that support residents’ well-being.

State affairs advances the City’s state legislative agenda and policy proposals. It monitors legislation affecting municipal authority, funding, and operations and coordinates advocacy efforts with City departments, elected offices, lobbyists, Texas Municipal League, and partner cities.

Federal Affairs advances the City’s federal legislative agenda and policy priorities. It monitors federal legislation, funding, and regulatory actions affecting City operations, including policy analysis, bill tracking, and rapid response to federal developments. The federal program also coordinates federal advocacy with departments, elected offices, congressional offices, the National League of Cities, and agency partners to advance City priorities and funding.
