In November 2022, El Paso voters approved on The Community Progress Bond Proposition B: Parks & Recreation Facilities, which included a new, regional, community All-Abilities Playground for children of all abilities to play, learn and grow together.
The City worked closely with the community during a 7-month planning process to shape the playground’s programming, theme, and site location. The Planning Report lays out the vision and serves as the roadmap for the playground’s design. It highlights outreach with the community on programming, theme, and site location, ensuring that the Regional All-Abilities Playground will be a safe, inclusive, and high-quality destination for everyone.

The Beyond Boundaries: El Paso’s All Abilities Playground Planning Report by the City of El Paso's Capital Improvement Department was recently awarded a merit award by the Texas Chapter of the American Society of Landscape Architects.
The 2025 Professional Awards program deemed the report a superior professional accomplishment in the planning and analysis category.
This award firmly establishes the efforts by the Capital Improvement Department as a hallmark of excellence in planning and analysis, and it highlights the department’s contributions to the betterment of the community.
The report outlines a comprehensive data-driven site selection process for the City’s regional all-abilities playground project, and highlights the community engagement process with the public, stakeholders and experts to shape the regional playground’s vision, theme, programming, and caregiver amenities.
The voter-approved, regional all-abilities playground funded by the 2022 Community Progress Bond will be located at Lomaland Park, at 715 Lomita Drive. The design phase for this $10 million project will begin in the Fall of 2025, and will include more public engagement opportunities. The construction phase will follow.

All-abilities playgrounds address the needs for all people, including those who may have intellectual disabilities, autism, hearing or visual impairments, and physical impairments to participate in recreational activities. These playgrounds engage users at a personal level, while providing opportunities for cognitive and physical growth.
