Title VI Grievance Procedures

The City of El Paso is required to ensure nondiscrimination in all programming and service delivery in compliance with Title VI of the Civil Rights Act of 1964.

No person or groups of persons shall, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any and all programs, services, or activities administered by the City of El Paso and its contractors on the grounds of race, color, or national origin.

Any person(s) or organization(s) believing they have been discriminated against on the basis of the protected classes stated above by the City of El Paso or its contractors may file a Title VI complaint.

If your complaint is related to facilities, programs or services not owned or operated by the City of El Paso please visit the U.S. Department of Justice United States Department of Justice or contact the United States Department of Justice Information Line at 1-800-514-0301 for assistance. 

All Title VI complaints will be investigated, and the complainant will be contacted in written format with the results or additional instructions on how to further proceed.

Title VI Grievance Process

1. File a Grievance:
The complaint must be filed within 180 days of: the date of the alleged act of discrimination; or the date the person became aware of the act; or where there is a continuing course of conduct, the date on which that conduct was discovered.

2. After You File a Grievance:
If a grievance relates to discrimination on the basis of race, color, or national origin,

  • Receipt of the grievance will be acknowledged.
  • The City’s Title VI Coordinator reviews the complaint to determine if it falls within the City’s jurisdiction.
  • An investigation follows. This may include gathering facts, interviewing relevant parties, site visits if needed, and documenting findings.
    • If it is determined that discrimination occurred, a remedial plan will be developed and implemented by the City entity responsible.
    • If no violation is found, the complainant will be informed in writing of the City’s position and the reasons for the decision.

Confidentiality: All investigations protect the privacy interests of the complainant, respondents, and witnesses.

Retaliation is prohibited: Any person who has filed a complaint, testified, assisted or participated in an investigation is protected from intimidation, threats or retaliation.
