City of El Paso residents may request a fee-based, special pick-up by calling the Environmental Service Department at (915) 212-6000. This service is available from 7 a.m. to 2 p.m. Monday through Friday. You may also haul your bulky items to the Greater El Paso Landfill or one of the City's Citizen Collection Stations in accordance with the rules for those facilities.
The City of El Paso’s Environmental Services Department (ESD) invites local high schools to show off their creativity by participating in a Dumpster Art Contest as a part of ESD’s 2024 Earth Day Celebration!
ESD is committed to keeping our neighborhoods clean, safe and beautiful for all residents to enjoy. The objective of this program is to enhance the visual impression of our public spaces, promote positive attitudes and behaviors towards waste management, and foster a sense of community amongst our youth.

Environmental Services provides dead animal pick-up and removal services throughout the City of El Paso. Residents may request this service by calling the Environmental Services Department at 915-212-6000 or report online. A fee will be added to your El Paso Water Utilities bill for this service. This service is available between 7 a.m. and 2 p.m. Monday through Saturday. Farm animal removal is available Monday through Friday.
Dead animals must be bagged and placed at the edge of the curb prior to pick-up.
The City of El Paso accepts used electronic waste at its Citizen Collection Stations and at the Greater El Paso Landfill. Used commercial electronics or materials that are leaking are not accepted.
The City of El Paso Environmental Services Department offers residents a place to drop off and pick up gently used items such as appliances, furniture, toys, bikes, etc. for free. The Country Store is located inside the Citizen Collection Station (CCS) at 3510 Confederate Dr, El Paso, TX.
Country Store Guidelines:
The Reusable Household Product Program collects products that are brought to the Citizen Collection Stations in their original containers and are in good, usable condition. Products are available to any collection station customer who would like to reuse them. The purpose of the program is to use up products as intended in order to reduce the amount of household hazardous waste that has to be specially disposed of throughout the year.
Products are available on a first-come, first-serve basis and vary by location. There is a limit of ten products per customer. An I.D. and signature are required for anyone picking up household products.

Visit a collection station to borrow items such as lawnmowers, rakes, shovels, brooms, and more! Free to all El Paso residents 18+ years with a valid I.D.
The City of El Paso Environmental Services Department offers free paint to the public at all Citizen Collection Stations. The program is designed to redistribute old paint for use in neighborhoods as a means to protect our environment by keeping it out of the landfill.
The used paint at the drop-off sites is distributed in 5-gallon containers. It is available on a first-come, first-served basis at the collection sites.
Paint Reuse Guidelines
The Citizen Collection Stations are now offering free mulch on a year-round basis to the general public. Mulch may be used as a ground cover to protect the soil and to inhibit weed growth.
