ESD is responsible for providing a wide range of services to the residents of El Paso, like garbage and curbside recycling collections, landfill operations, air quality monitoring, and vector control, among other services to help keep our community clean and beautiful.

Citizen Collection Stations

El Paso residents (no commercial business/contractors) can take their trash, household hazardous waste, and bulky items to one of five public drop-off locations. Trash is collected at the Citizen Collection Stations and then taken to the Greater El Paso Landfill for disposal.

The Citizen Collection Stations also function as additional drop-off sites for recyclables, a place to borrow tools for landscaping, a resource for free paint, mulch, and gently used household products. No construction or demolition material is accepted (includes household and commercial waste).

Disabled & Senior Citizens

Disabled and senior citizens are eligible for two types of services if they meet certain requirements. Apply for a Sidedoor Collection for those who are unable to place bins at curbside, or apply for a Senior/Disability Discount.

Landfill

If you would like to take your trash directly to the Greater El Paso Landfill, the details are below. Haulers do require a hauler permit in order to deliver loads to the landfill.

The following materials are prohibited from disposal at the landfill:

Class 1 Industrial Waste
PCBs (Polychlorinated Biphenyls) – Items containing electrical transformers, capacitors and ballasts
Automotive products – such as gasoline, antifreeze, motor vehicle oil, used oil filters and lead acid batteries
Liquid Waste – any waste determined to contain “free liquids” by Paint Filter Test
Regulated Hazardous Waste or radioactive materials
Regulated asbestos containing materials

For other industrial, municipal, or oil/gas waste generators may request authorization for disposal of a special waste.

Air Quality Program

The AQP conducts air pollution control activities (enforcement) and monitors ambient air in the City in order to comply with state and federal laws, such as the Clean Air Act. The AQP is funded by several air quality grants from the Texas Commission on Environmental Quality (TCEQ) and the City of El Paso.

Air Quality Ambient Monitoring Operations (MonOps)

The MonOps team is tasked with the daily operation and maintenance of the City’s four air monitoring stations and four TCEQ monitoring stations. Ambient air monitoring is conducted to verify compliance with the federal Clean Air Act for several air pollutants that include: ground level ozone, particulate matter, sulfur dioxide, and carbon monoxide. MonOps is also responsible for operating the Biowatch program which is the nation’s only system for early warning of an aerosolized biological attack.

Air Quality Enforcement Team

The AQ Enforcement Team enforces state air quality rules in the City of El Paso and surrounding communities and acts as local contractors on behalf of TCEQ. Each officer receives training from TCEQ and the City on a regular basis in order to effectively investigate assigned cases and complaints submitted by members of the public.

Clean El Paso

El Paso ensures city-wide median upkeep through diverse landscaping, including weed control and irrigation maintenance, while street sweeping addresses roadway cleanliness annually, with downtown areas meeting air quality regulations, and an anti-graffiti program actively removes graffiti citywide to mitigate its impact on property values and aesthetics.

Medians Section: City and State Road medians are maintained city-wide with a variety of landscaping plans from low-maintenance rock to irrigated areas with trees and grass. Herbicide applicators spray the weeds on the medians with herbicide and dedicated staff remove weeds, and trim and prune plants and trees. Licensed and certified irrigators fix the underground irrigation system within the medians.
Street Sweeping Section: The street sweepers sweep El Paso roadways every year to include the bike lanes. The Downtown area is swept at least four times a month meeting the PM10 regulations for air quality by the State Implementation Plan.
Anti-Graffiti Program: The Anti-Graffiti Program is led by a full-time team of anti-graffiti specialists who go throughout the City of El Paso removing unsightly graffiti from parks, homes, and businesses. Vector Control

Man fogging in public areas The City of El Paso's Vector Control Program takes a proactive approach protecting the El Paso community and surrounding municipalities by controlling mosquitos. They also address concerns related to stagnant water and confirming possible rodent and select insect infestations (ticks and fleas, excluding bees).

The Vector Control Program focuses on:

Trapping and sampling mosquitoes for potential diseases
Treating and monitoring bodies of water (canals, ditches, reservoirs)
Addressing stagnant water concerns
Fogging public right-of-ways including in surrounding municipalities.

The Vector Control Team also provides educational outreach to the community. The team participates in community events such as career days and health fairs, providing preventative steps and information to stop the spread of vector-related diseases.
