The repairs to any excavation within city right-of-way (ROW) are governed by Chapter 13.08 of the El Paso Municipal Code (ordinance) and the Design Standards for Contraction (amendment 1). Before excavating, boring, coring , or drilling in city ROW the following must be met:
Traffic Control and Pavement Cut permits are required to be on-site before mobilization and any street closure.
To apply for a Pavement Cut Permit a Traffic Control Permit and the complete Pavement Cut Permit Application Form must be submitted. The application form can be submitted, along with the required documents, to https://epermits.elpasotexas.gov/CitizenAccess/ or in person at the Transportation Department, 7968 San Paulo Dr. Please keep in mind permit requests will be processed in a first-come-first-serve basis with a minimum processing time of 48 hours per request.
Permit requests can be submitted during regular hours Monday-Thursday between 8:00 am and 5:00 pm. Any extensions of time beyond the daily peak hours (9:00 am – 4:00 pm) must be reviewed and approved by the Traffic Engineer.
Closures are required to follow the Texas Manual on Uniform Traffic Control Devices (TMUTCD), Federal Highway Administration (FHWA), and/or approval by the city Traffic Engineer.
Pavement Cut Inspection requests must be scheduled 24 hours prior to the commencement of any work, between 8:00 am and 4:00 pm, Monday through Thursday. For Friday and Monday inspection requests, please schedule on Thursday before 4:00 pm.
Inspections for utility and Telecommunication cuts within city ROW are conducted from 9:00 am to 3:00 pm from Monday through Friday. Inspection requests beyond the peak hour time frame will require Traffic Control approval and coordination with the city inspector. Please note it is the responsibility of the contractor requesting inspections to verify inspection were scheduled correctly.
Telecommunication and utility companies who do not fall under the franchise agreement must obtain a Special Privilege License prior to permit requests. The Special Privilege License can be obtained by visiting the One-Stop Shop at 811 Texas Ave. or by calling (915) 212-0104.
