Ongoing Texas Association of City & County Health Officials. Letter sent to John Hellerstedt, MD, Commissioner Texas Department of State Health Services, asking consideration of the following regarding federal funding to Texas for Zika:
  • Adequate funding is needed at both the state and local level for vector-borne disease prevention and control.
  • Use established prevalence and population density to predict presence of vector-borne disease transmission.
  • Increase funding for laboratory testing of vector-borne diseases.
  • Review and update the Department of State Health Services State Response Plan.
  • Ensure funds are sent to local health departments for local vector control and response.

September 11-15, 2017 Zika Field Support Consultant Activities:
  • A Zika presentation was provided to Staff and Pediatricians from the El Paso Pediatric Associates Clinic. Educational Zika packets were distributed.
  • Continue scheduling visits with providers and hospitals.
  • Coordinating the Zika Action Day to take place on September 23, 2017 at Memorial Park, 1701 N. Copia St., El Paso, 79930.

September 11, 2017 The Department of Public Health-Epidemiology Program confirmed 6 new cases of West Nile Virus Disease in El Paso, for a total of 11 cases this season. Press Release and Media interviews will be completed this week to promote preventive actions for mosquito transmitted diseases.
"We need to remember that it takes about a teaspoon of water to create breeding conditions for mosquitoes that carry the West Nile Virus, " said Lead Epidemiologist Fernando Gonzalez. "As soon as we see rain, we need to start thinking about getting outside our homes and getting rid of it."
The 4D's preventive actions were included in the Press Release:
  • DEET - Use insect repellents that contain deet when outdoors.
  • DRESS - Wear long sleeves, long pants, and socks when outdoors.
  • DUSK and DAWN - Although mosquitoes associated with Zika can be active throughout the day, residents should take extra care during peak mosquito biting hours (from dusk to dawn) or consider avoiding outdoor activities during these times.
  • DRAIN - Drain standing water from flowerpots, gutters, buckets, pool covers, pet water dishes, and birdbaths.

  • Visited 6 Pediatricians
  • Continued phone calls and e-mails to schedule visits with health providers and hospitals
  • Coordinating with Zika health educators to plan for the Preparedness Expo and Zika Action Day
  • Participated in the US Zika Pregnancy registry call
  • Participated in the Department of Public Health Preparedness Expo 2017. The purpose was to inform and educate the community on actions to help reduce and spread of Zika and other mosquito-borne viruses. Educational materials (English-Spanish) were distributed, CDC Zika Basics flipbooks, activity books for children and Zika prevention kits.

Site Visit.
Centers for Disease Control and Prevention, City of El Paso Department of Public Health and their partners will convene to learn how the local jurisdiction conducts Zika pregnancy and birth defects surveillance and refers families to services. The site visit will be conducted over two days at the City of El Paso Department of Public Health. The information collected during the site visit will be used to tailor field assistance to meet the unique needs of the City of El Paso Department of Public Health and its community.
Anticipated Outputs -Shared understanding of how the Local Health Department currently collects and reports data on pregnant women with lab evidence of Zika and infants with associated birth defects -Shared understanding of how the Local Health Department refers pregnant women and their children affected by Zika to the services they need -Prioritized list of field assistance options that could address Local Health Department needs

Zika Virus Disease International Public Health Emergency Article, El Paso Physicians, El Paso County Medical Society. Meetings and phone calls with local health providers to share information about Zika testing. Information collection from patients who may meet the Department of Stated Health Services criteria, including interviews with patients to discuss testing, referred by supervisor. February/March/April 2016 Planning activities for the Zika Stakeholder's meeting for May 9, 2016. Literature review, Centers for Disease Control and Prevention Morbidity and Mortality Weekly Report (MMWR) articles, Centers for Disease Control and Prevention Key Messages, Texas Department of State Health Services Zika specimen criteria, and public health webpages to draft Zika virus response plan for Department of Public Health. Requested additional information for the plan from Vector Control, UTEP, Texas Department of State Health Services, Department of Public Health Public Information Officer, Department of Public Health Laboratory, and Department of Public Health Clinic Manager. Following Assistant Director's comments about asymptomatic patients not being in the plan's case criteria, looked for additional case definitions. Reviewed case definitions from different public health agencies (WHO, European Centre for Disease Control and Prevention, and Department of State Health Services). Drafted a comparison of the criteria from the different public health agencies so that the information on Zika laboratory testing with local hospitals and infection control practitioners.
