The Office of the Comptroller (OTC) consists of three core divisions: Fiscal Operations, Grants Administration, and Treasury Services. Responsibilities include timely recording, classifying and reporting of all financial transactions of the City.

 

The Fiscal Operations Department is responsible for the management, monitoring and disbursements of the City's cash payments and for processing the payroll for over 6,000 City employees and 1,500 of its retirees. It facilitates payment to vendors through a decentralized accounts payable process. Accounts Receivable is in Fiscal Operations and also functions through a decentralized process. 

Grants Administration Division provides grant accounting and financial reporting support to City departments. It is an integral part of the annual audit of grants awarded to the City. 

Treasury Services manages the operating cash balances, banking services, and the investment portfolio of the City. 

GFOA Certificate of Achievement

The City was awarded the Government Finance Officers Association (GFOA) Certificate of Achievement for excellence in financial reporting for the FY15 Comprehensive Annual Financial Report. This was the 18th consecutive year the City received this award. According to GFOA, the certificate is the highest form of recognition in governmental accounting and financial reporting. Its attainment represents a significant accomplishment by a government and its management.
