Homeless Housing and Services Program

HHSP was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature. The Texas Department of Community Affairs (TDHCA) administers the funding to eight largest cities in support of services to homeless individuals and families. Cities currently served through HHSP include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston and San Antonio.

The Purpose of this unique State funding is for construction, development, or procurement of housing for homeless persons; rehabilitation of structures targeted to serving homeless persons or persons at-risk of homelessness; provision of direct services and case management to homeless persons or persons at-risk of homelessness; or other homelessness-related activity as approved by the Texas Department of Community Affairs (TDHCA).

The Homeless Housing and Services Program (HHSP) funds are available annually and are awarded through the Department of Community and Human Development through a grant application process. Non-profit agencies and government entities are eligible to apply.

The City of El Paso fund programs that assist individuals and families to quickly regain stability in permanent rental housing after experiencing a housing crisis and/or homelessness. Short-term rental assistance and utility assistance, as well as financial assistance to help move homeless individuals and families into permanent housing can be accessed via the programs funded with HHSP funds.

El Paso County’s Prevention & Assistance Program – Provides Homeless Prevention services to include rental assistance to individuals and families who reside inside the City who are currently housed in rental properties but are at risk of becoming homeless and establish permanent housing stability. The County will also provide Rapid-Re-housing services to include rental deposits and rental assistance to residents who have lost their housing and are living in shelters or who are consider homeless according to HUD’s definition and need the assistance to establish stability in permanent housing.

Roots and Wings Homeless Prevention Program – Provides homelessness prevention services through rental and utility payments, and homeless services through housing search and placement. Roots and Wings have assisted over 2,398 individuals with rental or utility assistance since 2000. With this program, families have been able to retain or be placed in more secure housing. Will retain housing through the provision of rent and utility assistance and provide case management assistance to help those already homeless to obtain permanent housing. Through availability of financial assistance-Homelessness prevention individuals and households at risk of becoming homeless will be provided with assistance for rental and utility payments. Additionally, individuals and households will be provided with Financial Assistance-Rapid Re-housing assistance and case management. Housing Staff assess and work with the families and individuals needing permanent housing and provide the appropriate stabilization services and referrals to establish stability and self-sufficiency.

HHSP Homeless Prevention and Rapid-Re-housing Program – Provides Participants are generally those with incomes of less than $15,000 who are homeless or at risk of homelessness. Our program has a significant long term positive community impact as it is designed to stabilize the client’s physical, psychological and financial situation and ultimately place them in permanent housing with the skills and resources to remain independent.
