Welcome to the City of El Paso Central Business District Phase IV (also known as CBD IV) Virtual Public Hearing. The proposed project consists of improvements to Campbell Street from Paisano Drive to Loop 375; Kansas Street from Paisano Drive to Loop 375; Oregon Street from Paisano Drive to 6th Avenue; Father Rahm Avenue from Santa Fe Street to Campbell Street; and 6th Avenue from El Paso Street to Campbell Street. Given the unique circumstance of the COVID‐19 outbreak, along with our commitment to protecting public health during this national emergency, The City of El Paso and TxDOT are conducting this virtual public hearing to avoid in‐person contact. Your participation in the virtual public hearing and input on the proposed project are important. Thank you for your time and we appreciate your involvement in this project.

Comments:   

Members of the public may call (915) 201-0811 and verbally provide testimony 24 hours a day, from 5 p.m. on Thursday, July 23, 2020 until 5 p.m. on Friday, August 7, 2020. Please note that comments should be limited to three minutes.

Formal written comments may also be provided by mail or email as explained below.

All verbally provided testimony and timely written comments submitted by mail or email will be included as part of the official record for this hearing and project and considered by the City. Responses to verbally provided testimony and comments will be prepared by the City, included as part of the hearing and project record, and made available online.

 

Purpose:       

The purpose of the virtual public hearing is to present the planned improvements and solicit public comments on the proposed CBD IV Project (see project description below). The virtual public hearing will begin at 5:00 p.m. Materials will consist of a video presentation explaining the proposed project, which includes both audio and video components, along with phased construction and detour information and environmental documentation for review. Formal comments may be provided by mail, email, or voicemail as described in the notice above. Comments must be received on or before Friday, August 7, 2020, to be a part of the official meeting record.

 

Description:  

The City of El Paso, in coordination with the TxDOT are proposing improvements to Campbell Street from Paisano Drive to Loop 375; Kansas Street from Paisano Drive to Loop 375; Oregon Street from Paisano Drive to 6th Avenue; Father Rahm Avenue from Santa Fe Street to Campbell Street; and 6th Avenue from El Paso Street to Campbell Street, in El Paso County, Texas.

The proposed project would consist of roadway reconstruction and parkway improvements, including storm sewers, sidewalks, curbs and gutters, ADA improvements, driveways, traffic signals, lighting, signing and striping, landscaping, and irrigation on Campbell Street, Kansas Street, Oregon Street, Father Rahm Avenue, and 6th Avenue. Improvements on Campbell Street from Paisano Drive to 8th Avenue and Kansas Street from Father Rahm Avenue to 8th Avenue would also include reconfiguring from three one-way travel lanes to two two-way travel lanes. The proposed improvements would take place within the existing right of way (ROW), which is 70-feet-wide along each roadway.
