The Vacant Building ordinance allows the City to track, monitor, and manage nuisance vacant properties. The ordinance aims to ensure that vacant buildings remain secured and are properly maintained. Owners of vacant properties must register their property with the City.
The relevant vacancy period for determining if a property is "vacant" is:

a continuous period of three or more years if such
building or structure is designated for nonresidential
uses; or
-
a continuous period of two or more years if such
building or structure is designated for residential use
having less than four dwelling units.
