GRAFFITI REMOVAL INFORMATION
The City of El Paso passed a new anti-graffiti ordinance on September 16, 1997. Included in the ordinance is an owner's consent document allowing City personnel to enter into private property to remove graffiti with the owner's consent.
The consent form is effective for twelve months and authorizes the City of El Paso and its representatives to enter private property at any time during the 12-month period without prior notice for the sole purpose of removing graffiti. Consent forms may be obtained at any of the waiver location sites listed below. The form must be filled in with all the requested information and must be signed at the bottom. The form may be faxed to 621-6772, or it may be dropped off or mailed to any of the locations. We will then schedule a crew to remove the graffiti.
The signature on the consent form is an agreement not to initiate any type of claim against the City of El Paso or its representatives for damages and or injuries relating to the entry into private property in connection with the graffiti-removal process.
ADDITIONAL INFORMATION:
- Graffiti must be visible within public view.
- Graffiti Removal Methods: Blasting (multi-media), Hydro Blasting (water), Painting and Solvents (all methods and materials are environmentally safe).
- Forms may be requested for your property only. One request per address for private property.

The removal of graffiti is a free service to the public and to the property owners. However, material donations will be accepted, such as water-based paint, paint supplies, etc., and may be dropped off at any of the Street Department locations listed above. Monetary donations will also be accepted and may be sent to the City of El Paso Comptrollers Office, Attn: Debbie Tombosky, Two Civic Center Plaza, Room 202, El Paso, Texas 79901.
