  • Texas Association of City & County Health Officials. Letter sent to John Hellerstedt, MD, Commissioner Texas Department of State Health Services, asking consideration of the following regarding federal funding to Texas for Zika:
    • Adequate funding is needed at both the state and local level for vector-borne disease prevention and control.
    • Use established prevalence and population density to predict presence of vector-borne disease transmission.
    • Increase funding for laboratory testing of vector-borne diseases.
    • Review and update the Department of State Health Services State Response Plan.
    • Ensure funds are sent to local health departments for local vector control and response. ​

  • Visited eight OB/GYN doctors to recommend continuing Zika screening on pregnant women. 
  • Review and follow up on Zika test results referred by the Epidemiology Program, National Electronic Disease Surveillance System (NEDSS).  
  • Participated in health fair at the Mexican Consulate office on July 10th. 
  • Started WIC Intervention at clinics to screen and educate pregnant women on Zika and provide referrals for Family Planning.  
  • Collaboration with the University Medical Center Women's Health clinic to collaborate on Family Planning efforts.

Zika Field Support Consultant Activities.
Activities Included:

  • Attended the Zika Symposium in Houston, TX on May 4. Presentations from OBGYN's & Pediatricians, Vector Control, vaccine updates and presentations from researchers.
  • CDC Summit (Stand down plan for close out) May 6th-9th. Presentation of CMS/Title V grant per site: Discuss trainings and duties for grant, Items for close out binder that will include transition plan (list of contacts, meetings, polities & protocols, latest guidelines, documents/brochures). Presentations included: Clinical guidelines orientation, US Zika Registry (Pregnancy & Infant Registry), GIS Tool, Infant follow up training.
  • El Paso Veteran Affairs 1st Baby Shower, the event was targeted towards pregnant women or women who had just had their baby; Distributed educational material, fly swatters (Fight the Bite campaign), Zika prevention kits. Fifty participants attended.

Activities included:

  • Zika Symposium, Houston, TX; May 3-4, 2018.
  • CDC Zika Spring Closeout Summit; May 7-11, 2018
  • WIC/Zika Program Intervention. The laboratory testing forms for pregnant women at the Department of Public Health-WIC Clinics were approved by the State. A WIC trail run at the clinics is scheduled for May 17th.
  • OBGYN's visits will continue in preparation for the incoming mosquito season.

Zika Field Support Consultant Activities.
Activities included:

  • Participated in the Regional Epidemiology meeting, provided Zika outreach updates.
  • A fax blast will be sent to El Paso healthcare providers on the new Texas Department of State Health Services Zika Testing Eligibility Criteria.
  • Attended the Border Epidemiology Surveillance Team (BEST) meeting with representatives from Texas, New Mexico and Chihuahua. The new Zika testing criteria was presented to the group.
  • Attended the Texas Border Infectious Disease (BIDS) Operation Cascarones meeting. Objectives for the meeting were:
    • Create a binational case definition for infectious diseases of interest to the Paso Del Note Region.
    • Formalize communication pathways between all stakeholders.
    • Delineate internal and external public communication strategies to mitigate the spread of false information.
    • Exercise the protocol upon completion of the development phase.
  • Attended the Zika Dashboard Training; Zika Geospatial Analysis Dashboard.

Zika Field Support Consultant Activities.
Activities included:

  • Zika presentation at Texas Tech Pediatrics Grand Rounds. Physicians and Medical Students in attendance (80).
  • Co-Organized the AYUDA-Promotoras Zika Event on April 17th in San Elizario, TX. Zika and Vector Control presentations were provided in Spanish. Medicaid Waiver Program distributed vouchers to receive free services such as mammograms, pap smears and colonoscopies. Flu vaccines were provided on site, food bags and Zika prevention kits were distributed.
  • Attended Binational Health Council Meeting for co-presidents election.

Activities included:

  • Participated in AAP Zika ECHO call.
  • Zika presentation to Environmental Services Department. Around 50 in attendance. (Code Compliance and Vector Control).
  • Completed a Zika presentation for William Beaumont Army Medical Center/Pediatrics Department, April 12th.
  • Continued coordination with Project AYUDA for the Zika Event with Promotoras on April 17th; created a flyer, Zika presentation, Vector Control Program will provide a presentation, Medicaid Waiver Program will provide flu vaccines and Zika presentation kits will be distributed.
  • Provider Outreach: visited 3 Family Medicine providers.
  • Met with Department of Health Zika case worker and reviewed job duties and projects currently in progress.

Activities this week included:

  • Continued phone calls and sending emails for healthcare providers outreach activities.
  • Collected State of Texas related documents for WIC-Zika Intervention, planning start date April 9th.
  • Collaborating with the Department of Public Health Laboratory to test pregnant women from WIC clinics and from OBGYN providers, probable start date in April 2018. Assisted Department of Public Health Laboratory finalizing protocols for Zika testing.
  • Present at "Mom's the Word" through ESC19 Head Start - Birth to Four Program; Over 160 pregnant teens and fathers attended the event.
  • Participated in Zika Tabletop exercise with participants from Texas Department of State Health Services, Vector Control, Poison Control Center, and 211, Emergency Response, Texas Department of State Health Services Zoonosis and Epidemiology.

  • Scheduled a Zika in-service for April 12th, in coordination with William Beaumont Army Medical Center-Chief of the Pediatrics.
  • Continued communication for healthcare providers outreach.
  • Consulted Texas Department of State Health Services-Women, Infants, and Children (DSHS-WIC) procedures and submitted a Zika intervention approval request, planned state date April 9th.
  • Assisted the Health Department finalizing protocols for Zika testing.

Zika Field Support Consultant Activities. Activities this week included:                       

  • Presented Zika Plan at William Beaumont Army Medical Center, 41 OBGYN doctors and nurses           
  • Continued calls/emails for healthcare providers outreach
  • Work plan for a CPRIT grant to include a component on Family Planning
  • Attended the Clinical Correlation Extended Zika testing planning meeting
  • Participated in the planning meeting of "Mom's the Word" through ESC19 Head Start
  • Birth to Four Program. The primary focus of the conference will be to educate teen moms and dads on working to improve their lives as new parents through education and personal enrichment.           
  • Attended the South Texas Tropical Medicine & Vector Borne Disease Conference at South Padre Island. The purpose of the conference was to promote awareness of vector borne diseases and the interdisciplinary approach involved in controlling and preventing vector borne diseases.

  • Visited 6 Family Medicine Providers.
  • Attended the Binational Juapasana MCH Committee Meeting: planned an event to include several modules on teen pregnancy, breastfeeding, violence, family planning, drug abuse, and Zika education; Train the Trainer directed to Promotoras will be provided by Juarez, Mexico physicians.

Attending the Obstetrical and Neonatal Care Coordination related to Infectious Diseases in Pregnancy in Austin, Texas.                                               
The event provides a forum for key local, state and national stakeholders and experts to discuss the successes and needs for better coordination of care for pregnant women and babies in response to established and emerging infectious disease by using the recent Zika response as an example.

The Department of Public Health-Epidemiology Program confirmed 6 new cases of West Nile Virus Disease in El Paso, for a total of 11 cases this season. Press Release and Media interviews will be completed this week to promote preventive actions for mosquito transmitted diseases.
"We need to remember that it takes about a teaspoon of water to create breeding conditions for mosquitoes that carry the West Nile Virus, " said Lead Epidemiologist Fernando Gonzalez. "As soon as we see rain, we need to start thinking about getting outside our homes and getting rid of it."

Zika Virus Disease International Public Health Emergency Article, El Paso Physicians, El Paso County Medical Society. Meetings and phone calls with local health providers to share information about Zika testing. Information collection from patients who may meet the Department of Stated Health Services criteria, including interviews with patients to discuss testing, referred by supervisor. Maintained critical communication on reviewed patient's information with Texas Department of State Health Services regional epidemiology program.

Planning activities for the Zika Stakeholder's meeting for May 9, 2016. Literature review, Centers for Disease Control and Prevention Morbidity and Mortality Weekly Report (MMWR) articles, Centers for Disease Control and Prevention Key Messages, Texas Department of State Health Services Zika specimen criteria, and public health webpages to draft Zika virus response plan for Department of Public Health. Requested additional information for the plan from Vector Control, UTEP, Texas Department of State Health Services, Department of Public Health Public Information Officer, Department of Public Health Laboratory, and Department of Public Health Clinic Manager. Following Assistant Director's comments about asymptomatic patients not being in the plan's case criteria, looked for additional case definitions. Reviewed case definitions from different public health agencies (WHO, European Centre for Disease Control and Prevention, and Department of State Health Services). Drafted a comparison of the criteria from the different public health agencies so that the information on Zika laboratory testing with local hospitals and infection control practitioners. Met with staff from local hospitals to provide additional information.
