The City of El Paso's transportation-for-hire industry regulations are designed to protect the health and welfare of its citizens and visitors, provide expanded public transportation options and promote free enterprise and competition within the transportation-for-hire industry.

For your convenience, all transportation-for-hire applications can be submitted through the Citizen Access Portal.

Transportation for Hire Permit Procedures

Airport

Taxicabs, limousines and shuttles that transfer passengers from the airport, whether for payment or for free, must have an airport permit.

Transportation Network Companies, such as Uber, are not required to apply for individual vehicle permits but instead will register with the Airport and pay $1.00 per pick-up based on quarterly self-reporting.

Apply: Applicants will need to apply for an airport permit through the Citizen Access Portal.

Application must include:
Business Information: Name of owner or corporation, phone number, form of business (i.e., corporation, individual, partnership, other)

Contact Information
: Name of contact person and email address 

Vehicle Information
: Taxicab/shuttle number, year (for taxicabs/limousines only)

Decal Pick-Up: After submitting your application, you will be notified by email that your car decal is ready for pick-up at the One Stop Shop.

Decal Placement:
Airport shuttles and limousines: Decal sticker must be placed on the lower, left-hand (driver) side of windshield.

Taxicabs: Decal sticker must be placed on the lower, right-hand (passenger) side of windshield.

Airport Parking Regulations:
Airport shuttles and limousines: designated parking spots will be available inside the Short-Term parking lot.

Taxicabs: are to be staged along the valet parking lane.

Transportation Network Companies: are required to park in the Cellphone Waiting Lot located behind the Long-Term parking lot.

Airport Permit Fees:
The airport permit fee must be paid prior to issuance of the permit. The permit term is one year from the date of issuance.

  • Airport Shuttle/Limousine Permit Fee (includes $2.00 Tech Fee): $150.00
  • Airport Taxi Permit Fee (includes $2.00 Tech Fee): $250.00
  • Credit Card Fee (if applicable): 1.98% of total payment

Payment can be made online through the Citizen Access Portal at the time you submit your application, or in person at the One Stop Shop at the time you pick-up your sticker decal.

International

Any type of motor vehicle that transfers passengers from Mexico to El Paso, for payment, must have an international permit. Each, individual vehicle who offers this service must obtain a permit, rather than the company for which the vehicle works.

Apply: Applicants will need to apply for an airport permit through the Citizen Access Portal.

Application must include:
Business Information: Economico number, company name, company phone

Documents: Emission report, insurance, and registration card

Driver Information: Name, phone number, date of birth, driver license number, driver license state of issuance and driver license expiration date

Vehicle Information
: Year, make, model, VIN number, plate number, insurance provider, insurance policy number, and insurance effective and expiration date

Application Review
: Once your application has been submitted, it will be forwarded to a Vehicle-for-Hire Inspector for review.

You can check status on your application anytime through the Citizen Access Portal, and you will also receive status updates by email.

Decal Pick-Up
: If your application passes the review process, you will be notified by email that your car decal is ready for pick-up at the One Stop Shop.

Decal Placement: Decal sticker must be placed on the lower, right-hand (passenger) side of windshield.

International Permit Fees:
The international permit fee must be paid prior to issuance of the permit. The permit term is one year from the date of issuance.

  • International Permit Fee (includes $2.00 Tech Fee): $40.00
  • Credit Card Fee (if applicable): 1.98% of total payment

Payment can be made online through the Citizen Access Portal at the time you submit your application, or in person at the One Stop Shop at the time you pick-up your sticker decal.


Operating Authority

All transportation for hire companies must have an operating authority permit. This includes companies arranging transportation, whether using a motorized or non-motorized vehicle, for payment.

Apply: Applicants will need to apply for an airport permit through the Citizen Access Portal.

Application must include:
Business Information: Name of owner or corporation, phone number and form of business (i.e., corporation, individual, partnership, other).

Contact Information: Name of contact person and email address

Documents: Article of Corporation and/or Doing Business As (DBA) Certificate, and Background Check Report

Application and Background Review: Once your application has been submitted, it will be forwarded to a Vehicle-for-Hire Inspector for review.

You can check status on your application anytime through the Citizen Access Portal, and you will also receive status updates by email.

Obtaining Your Permit: If your application passes the review process, you will be emailed a copy of your operating authority permit.

Operating Authority Fees:
The operating authority permit fee must be paid prior to issuance of the permit. The permit term is one year from the date of issuance.

  • Operating Authority (includes $2.00 Tech Fee): $300.00
  • Operating Authority using Alternative Vehicles (includes $2.00 Tech Fee): $130.00
  • Credit Card Fee (if applicable): 1.98% of total payment

Payment can be made through the Citizen Access Portal at the time you submit your application, or in person at the One Stop Shop after you have submitted your application.

Taxi Zone

Taxicabs wishing to operate in a designated taxicab zone must have a taxicab zone permit. Taxicabs zones currently only exist in the downtown area.

Vehicles-for-hire that are not taxicabs, such as pedicabs and Uber vehicles, may not operate in a taxicab zone and therefore cannot be issued a taxicab zone permit.

Apply: Applicants will need to apply for a taxicab zone permit through the Citizen Access Portal.
