Welcome to the City of El Paso Human Resources Department, where
we select and retain a well qualified, trained and highly motivated
workforce to provide municipal services to the Citizens of El Paso.
The Human Resources Department provides policy direction on management
issues and administrative support to city departments. The department
develops, implements and manages the recruitment and selection of
permanent and temporary city employees, the city's job classification
and compensation system, promotional and entry examinations, training
programs for city employees, personnel records and Civil Service Commission
inquires and appeals.

Oversee the operation of the three divisions of the Human Resources
Department and provide staff support to the Mayor and City Manager.

Administer and provide quality control for the PeopleSoft and Kronos HRIS.
Manage and maintain all HR databases. Provide management reports and custom
design
queries for managers to access employee data. Maintain automated position
management system. Provide training on HRIS applications. Prepare and coordinate
payroll for active employees by tracking
time and attendance through an automated time capture and recording
system. Maintain and store employee files.

Provide interpretative guidance to employees and administrators on Civil
Service Rules, City policies and procedural issues. Conduct policy research
and development,
staff development, administrative investigations and coordinate special
programs.Develop, review and maintain job class specifications. Research,
design and propose pay schedules. Review City staffing and employment
contract requests, and proposed salaries.
