Neighborhood Improvement Program (NIP)


NIP Round

The Neighborhood Improvement Program (NIP) is part of the overall Capital Budget that was approved by City Council in 2006. This program’s total budget is $1,000,000 and is categorized as a Priority Program where the requested projects must be for “permanent public improvements”. A “permanent public improvement” is defined as an improvement that must be on city-owned property or if another government entity is involved, the City of El Paso must have a legal interest in the property and the useful life of the improvement must be at least 20 years.

Under this program, funding is made available to the El Paso neighborhoods for public improvement projects that are planned and requested by their respective Recognized Neighborhood Association or Civic Association. As previously stated, the program’s total budget is $1,000,000; however, these funds have been apportioned equally among El Paso’s eight Representative Districts; consequently each Representative District has been allocated $125,000 of available NIP funds.
During the first-round of the Neighborhood Improvement Program (NIP), $528,260 in projects were awarded. In this second round 17 applications were received. As per the NIP Guide, all application s were evaluated by the NIP Review Committee. The NIP Review Committee is responsible for recommending which NIP projects should be funded.

After today’s City Council approval of the NIP recommendations,
   - $9,700 will remain in District #2
   - $61,100 will remain in District #3
   - $23,200 will remain in District #5
   - $ 61,100 will remain in District #6
   - $100 will remain in District #7

Unless additional funds are appropriated, staff does not believe the remaining funds warrant a third round.

Request: Installation of colored concrete slab (Stage) with electrical outlet 5’ sidewalk and modify existing irrigation system to accommodate improvements for Mission Hills Park.
