NOTICE OF ADOPTION

Notice is hereby given that, during a regular meeting of the City Council held on SEPTEMBER 18, 2018, the Mayor has approved and the City Council has passed the following Ordinances:

ORDINANCE 018843 An Ordinance authorizing the City Manager to sign a License Agreement between the City of El Paso and Chico’s Tacos, Inc. to permit a portion of the Northwest corner of Washington Park and a 367 square foot portion adjacent to the alley between Pera Street and Washington Park to be used for parking and for vehicular and pedestrian traffic.

ORDINANCE 018844 An Ordinance granting a Special Privilege License to Chico’s Tacos Inc. permitting the encroachment onto a portion of an alley adjacent to Block 2, Tobin’s Washington Park Addition, El Paso, El Paso County, Texas, more commonly known as 4230 Alameda Avenue, to allow parking, signage, landscaping, and vehicular and pedestrian traffic.

ORDINANCE 018845 An Ordinance granting a Special Permit No. PZST17-00010 to allow for Infill Development with lot width, setback, & 100% parking reduction of the property described as The South 7 feet of Lot 25, all of Lot 26 and the North 10 feet of Lot 27, Block18, Second Revised Map of Sunset Heights, 1420 Hawthorne St., an addition to the City of El Paso, El Paso County, Texas, Pursuant to Section 20.10.280 Infill Development of the El Paso City Code. The Penalty being as provided for in Chapter 20.24 of the El Paso City Code. 1420 Hawthorne St. Owner: Edward J. Daffron PZST17-00010  

ORDINANCE 018846 An Ordinance changing the zoning of the property described as Lot 1 and the West 15 feet of Lot 2, Block 81, Franklin Heights, 1400 Arizona Ave., City of El Paso, El Paso County, Texas from R-5 (Residential) to S-D (Special Development), Pursuant to Section 20.04.360, and approving a Detailed Site Development Plan to Section 20.01.150 and 20.10.360 of the El Paso City Code to allow for a Triplex with a side and side street set-back reduction as permitted in the S-D (Special Development) zone district. ORDINANCE 018847 An Ordinance authorizing the City Manager to execute a Quitclaim (Tax Resale) Deed conveying to Figueroa Holdings, LLC, all of the right, title and interest of the City of El Paso, and all other taxing units interested in the tax foreclosure judgment in the following described real property: Lot twenty-six (26) in Block Two (2), Orchard Park Addition to the City of El Paso, El Paso County, Texas.

ORDINANCE 018848  An Ordinance authorizing the City Manager to execute a Quitclaim (Tax Resale) Deed conveying to Figueroa Holdings, LLC, all of the right, title and interest of the City of El Paso, and all other taxing units interested in the tax foreclosure judgment in the following described real property: Lots Twenty-nine (29) and Thirty (30) in Block Two (2), Orchard Park Addition to the City of El Paso, El Paso County, Texas.

NOTICE OF INTRODUCTION

Pursuant to Section 3.9A of the El Paso City Charter, the following Ordinances were properly introduced at a Regular Council Meeting on SEPTEMBER 18, 2018:

  1. An Ordinance of the City Council of the City of El Paso, Texas, designating a noncontiguous geographic area within the City as a reinvestment zone pursuant to Chapter 311 of the Texas Tax Code, to be known as Reinvestment Zone Number Thirteen, City of El Paso; describing the boundaries of the Zone; creating a board of directors for the Zone, establishing a tax increment fund for the zone; containing findings related to the creation of the Zone; providing a date for the termination of the Zone; providing that the Zone take effect immediately upon passage of the ordinance; providing a severability clause; and providing an effective date.
     
  2. An Ordinance granting a non-exclusive franchise to El Paso Bench Ads, LLC to place waste containers on sidewalks and other City property.
     
  3. An Ordinance vacating a 0.119 acre portion of Block 17, Hart’s Survey No. 9 (sometimes referred to as Block 248, Campbell’s Addition), El Paso, El Paso County, Texas. Subject Property: South of Wyoming and West of Mesa; Applicant: WestStar Tower, LLC; SURW18-00002
     
  4. An Ordinance amending Ordinance 8064 (Classification and Compensation Plan) to amend Section 4.5 (Observed Holidays) to add Veteran’s Day.

PUBLIC HEARING WILL BE HELD ON OCTOBER 2, 2018 FOR ITEMS 1-4

  1. An Ordinance granting Special Permit No. PZST18-00007, to allow for Infill Development with lot area, lot depth, and cumulative front & rear yard setbacks reductions on the property described as Lot 38, Block 1, Howell, 5820 Tamburo Court, City of El Paso, El Paso County, Texas, Pursuant to Section 20.10.280 Infill Development of the El Paso City Code. The penalty being as provided for in Chapter 20.24 of the El Paso City Code. Subject Property: 5820 Tamburo Avenue. Property Owner: Casas Diamantina, LLC. PZST18-00007
     
  2. An Ordinance changing the zoning of Lot 1, Block 1, Castner Range Subdivision One, City of El Paso, El Paso County, Texas from R-4 (Residential) to C-4 (Commercial), and imposing condition. The penalty is as provided for in Chapter 20.24 of the El Paso City Code. Subject Property: North of Hondo Pass Drive and East of Gateway North Boulevard. Property Owner: Chita L.P. PZRZ18-00014. THIS IS AN APPEAL CASE.
     
  3. An Ordinance granting Special Permit No. PZST18-00013 to allow for a business office use in the A-3 (Apartment) District on the property described as Lot 10 and the north foot of Lot 9, Block 107, Campbell Addition, City of El Paso, El Paso County, Texas, pursuant to Section 20.10.240 of the El Paso City Code. The penalty being as provided in Chapter 20.24 of the El Paso City Code. Subject Property: 716 E. Fourth Ave. Property Owner: RC Senior Medical Plans Corporation. PZST18-00013
     
  4. An Ordinance changing the zoning of Lots 24 and 25, Block 115, Morningside heights Addition, 3334 Morningside Heights Addition, 3334 Lincoln Avenue, located in the City of El Paso, El Paso County, Texas, from R-4 (Residential) to A-2 (Apartment), the penalty is as provided for in Chapter 20.24 of the El Paso City Code.
