THE MUSEUMS OF CULTURAL AFFAIRS DEPARTMENT (MCAD) COMMISSIONED THE STUDY FROM AMERICANS FOR THE ARTS AND IN PARTNERSHIP WITH THE UNIVERSITY OF TEXAS AT EL PASO'S (UTEP) INSTITUTE FOR POLICY AND ECONOMIC DEVELOPMENT.
