The City Clerk's Office is a division of the Municipal Clerk's Department. Richarda Duffy Momsen, the Municipal Clerk, serves as both the City Clerk and the Municipal Court Clerk.

The City Clerk's Division has six primary functions:



  • City Elections:
    The City Clerk's Division is responsible for conducting City elections for Mayor, City Representatives, El Paso Municipal Court and El Paso Municipal Court of Appeals Judges, Charter elections, recall elections, bond elections, and referendums. The City contracts with the County of El Paso's Election Administrator for the performance of various duties regarding election day activities. Internally, the Division is responsible for conducting the elections for the Non-Uniformed City Employees Pension Fund Board of Trustees and the City Employees Health Board.

  • Board Appointments:
    The City Clerk's Division is responsible for maintaining records of board appointments made to City Boards by the Mayor and City Council, including maintaining financial disclosure documents for board members.

  • El Paso Municipal Court of Appeals:
    The City Clerk's Division is the repository of records and clerk of the court for the El Paso Municipal Court of Appeals. Appellate opinions are available for public review.
