The City Clerk's Office is a division of the Municipal
Clerk's Department. Richarda Duffy Momsen, the Municipal Clerk,
serves as both the City Clerk and the Municipal Court Clerk.
The City Clerk's Division has seven primary functions:
- City Council Meetings:
The City Clerk's Division is tasked with conducting the City Council
and El Paso Mass Transit Board meetings; preparing the City Council
agenda; taking minutes of the meetings; and distributing approved
paperwork to affected parties.

- Board Appointments:
The City Clerk's Division is responsible for maintaining
records of board appointments made to City Boards by the Mayor
and City Council, including maintaining financial disclosure
documents for board members.

- El Paso Municipal Court of Appeals:
The City Clerk's Division is the repository of records and clerk of
the court for the El Paso Municipal Court of Appeals. Appellate opinions
are available for public review.
