INTERGOVERNMENTAL AFFAIRS LEGISLATIVE REVIEW COMMITTEE

Intergovernmental Affairs Legislative Review Committee

Section 3.6 LEGISLATIVE COMMITTEES.
The Representatives may resolve themselves into committees, both standing and special, when this is convenient for the conduct of legislative business, including the investigative powers described in Section 3.8. Rules governing the organization and procedures of these committees shall be made by the Council, and the Mayor shall have no power to veto any of those rules except upon grounds of illegality.
 
The Mayor is responsible for Inter-governmental and International Relations. 
 
The Mayor is the Chair of the Intergovernmental Affairs Legislative Review Committee. The composition of the committee consists of the mayor and three city council representatives as selected by the mayor.
 
Accomplishments:
  • Developed an Emergency Notification Memorandum of Understanding (MOU) with Cd. Juárez and the City of Sunland Park so we would have procedures to notify each other of potential regional dangers. This MOU was and is currently the only MOU with the approval of both the US and Mexican governments. 
  • Restored the International Transit Agreement between El Paso and Cd. Juárez, which had been dismantled since the 1960’s. We now have the only International Mass Transit service between the United States and any foreign nation.
  • Helped negotiate the bestowing of the Canes of Authority from Spain to the Acoma Pueblo, bringing peace to a 400-year-old animosity.
  • Develop the state and federal legislative agenda.
