The Transportation Policy Board (TPB) was established in compliance with the federal mandate that requires all urbanized areas with a population greater than 50,000 to have a transportation planning committee to ensure that urban transportation studies are performed in accordance with local governments' desires and in conformance with federal and state laws, rules and regulations. The TPB is comprised of local, state, and regional officials.
The TPB is responsible for giving the MPO overall transportation policy guidance in the transportation planning process. It ensures proper coordination of transportation modes; cooperatively establishes transportation needs; and coordinates regional transportation planning with cities within the MPO study area, Sun Metro, El Paso County Rural Transit as well as TxDOT-El Paso District and other transportation providers in the region and to approve the use of federal transportation funds within the region.
Mayor Cook was the Chair of the TPB in 2008 (07/28/06 thru 07/25/08), and the Vice-Chair (07/25/08 thru 07/10/09), he is currently a board member representing the City of El Paso. Mayor Cook was also Chairman of the Executive Committee of the Transportation Policy Board as of 07/26/08 to 07/10/09 and a member of the Special Transportation Committee.
Accomplishments:
Developed a comprehensive mobility plan that will complete both the southern and northern sections of Loop 375. This billion-dollar plan will provide an almost seamless connection from I-10 and Loop 375 at the Avenue of the Americas on the Eastside to I-10 and Trans-mountain Road on the Westside. The Southern connection at I-10 and Loop 375 will take you along an improved Border Highway all the way to Sunland Park and put you back on I-10. El Paso will finally have its outer loop and its Southern Relief Route, which will divert traffic from I-10 and provide an alternate route in the event I-10 traffic is interrupted.
