Goal:
To regulate and control zoonotic diseases and protect animal welfare through enforcement of state and local ordinances.
  • Receive reports on loose, stray, sick or injured animals, bite incidents and animal abuse
  • Provide information on pet vaccination and registration of pets
  • All impounded animals without proof of rabies vaccinations, registration, or microchip must be must be vaccinated, registered and microchipped as required at owner’s expense, before being released to owner.
  • All adopted animals will be neutered or spayed as part of the adoption process before being released from the animal shelter. The cost of the spay/neuter surgery is included in the adoption fee.

Hours of Operation:
Animal Control Officers are now available to assist the public daily from 7:00 a.m. to 9:00 p.m. In addition, emergency services (injured animals and public safety issues, issues such as capturing biting, vicious, and diseased animals) are available after-hours between 9:00 p.m. and 7:00 a.m.

The Animal Shelter is open to the public Monday through Saturday from 10:30 a.m. to 6:00 p.m., and is closed on Sunday. The Customer Relations Clerks taking calls in the Shelter are available to help the public from 7:00 a.m. to 7:00 p.m.

Adoption hours are Monday and Wednesday through Saturday from 11:00 a.m. to 6:00 p.m. No adoptions are available on Sundays or Tuesdays.

Cat traps are available on Mondays starting at 10:30 a.m. on a first come first served basis and must be returned by Friday before 6:00 p.m.

Shelter Adoptions are handled on-site by New Hope Alliance. Many animals are rescued from the
shelter by local animal welfare organizations and may be adopted directly from their facilities.

Field Services

Each day field officers patrol the cities of El Paso, Anthony, Clint, Horizon, Socorro and Vinton. Officers are on duty from 7:30 A.M. to 9:30 P.M. daily with emergency services provided at other times by an on-call officer.

Field officers respond to the following service requests:
  • patrol requests and capturing biting, vicious, disease, loose and stray animals
  • stray dogs and cats, pick up
  • owner release dogs and cats (if unlicensed a fee will apply)
  • animal pick-ups
  • cruelty investigations
  • vicious animal complaints
  • animal bites
  • barking dog complaints
  • injured animal rescues
  • requests for animal traps to capture nuisance stray pets
  • assistance for law enforcement calls
  • leash law violations
  • loose livestock

PET CARE-A-VAN COMING TO A LOCATION NEAR YOU

El Paso, Texas – The Pet Care-A-Van, a mobile surgical van providing free spay/neuter surgeries for pets, will continue to make its rounds in the community. It arrives at 5:30 a.m. at various locations throughout the community on designated days. (See calendar below for the schedule)
 
The service is offered by the City of El Paso Department of Public Health’s Animal Services Division, which is committed to promoting and protecting the health, safety and welfare of pets in El Paso. By having your dog or cat sterilized, you can help reduce the number of animals euthanized each year in our community.
 
More than 18,000 dogs and cats are euthanized in El Paso’s shelter each year due to irresponsible pet ownership and consequent pet overpopulation.
 
Citizens interested in having their pets sterilized through the Pet Care-A-Van program must arrive at the Pet Care-A-Van location as early as possible as animals are accepted for surgery on a first come first serve basis.
 
We ask that those with proof of low income eligibility (Medicare, WIC cards, Texas Lone Star cards, proof of residence at HUD residential complexes, etc) bring such verification to the Pet Care-A-Van as we are funded through a grant intended to target low income Texas residents. Please also bring a valid Texas ID or proof of Texas residence.
 
RESTRICTIONS AND DIRECTIONS
 
The number of surgeries that can be performed on the Pet Care-A-Van is limited and only the first 20-25 animals (depending on their size) will be considered for surgery. The order of the surgeries will be determined on a “first come-first served” basis. Because of the difficulty of performing hysterectomies to sterilize female animals, some veterinarians may limit these surgeries to ten per day. Likewise, crypt-orchid males (males with un-descended testicles) may not be performed at the van, as these, may need an animal hospital environment due to surgical risks. Due to the cramped quarters of the van animals larger than 65 pounds may not be seen. It is extremely difficult to maneuver an unconscious animal without risking injury.
 
Sterilization surgery is major surgery. The owner (s) of the pet should expect to leave the animal at the Pet Care-A-Van for a few hours. If you plan to spay or neuter your pet through this program, please follow these pre-surgery guidelines:
 
  • Pets may drink water up until the time of surgery.
  • Adult animals should not have solid food after 6 p.m. of the night before their sterilization surgery.
  • Puppies and kittens (4 months - 1 year) should not have solid food after 11 p.m. of the night before the surgery.
  • Pets that younger than 4 months or older than 6 years, and females in heat or males whose testicles have not descended, will not be spayed or neutered due to health risks.
