Mission Statement
The mission of the El Paso Fire Department Planning Division is to provide assistance to the fire department and the community in short, mid and long range planning so that fire safety policies and programs are effectively and efficiently implemented. We apply knowledge to assist in the development and improvement of the department, organizations, communities, and public institutions through research, code compliance, and use of technology. This division is responsible for: Station Construction The Planning Division oversees the construction of new fire stations. This process involves daily visits to the construction sites; working with contractors to keep track of progress and ensure construction is being completed according to improvement plans; and keeping the Fire Chief informed of the progress of the new fire station. Recent construction projects: Fire Station No. 11 at 314 S. Leon Street; Fire Station No. 29 at 11977 Pellicano Drive, and Fire Station No. 30 at 4451 Loma Clara Street. Station Renovation The Planning Division oversees station renovations and assures that the needs of the affected fire department crews are met. Renovation Projects: Fire Station No. 9 ($570,00), Fire Station No. 14 ($470,00), Fire Station No. 20 ($40,000). Long Range Planning The Planning Division assists in long range planning of future fire stations. We assist in site selection and with the land acquisition process for new fire stations. Future Sites: Fire Station No. 31 at Mesa Park & Mesa; Fire Station No. 33 at Belfry Park & Nolan Richardson; Fire Station No. 34 at Roberta Lynn & Rojas; and Fire Station No. 35 at Angora Loop & Dyer. Grants The Planning Division assists in grant writing. The Fire Department has applied for and received grants from FEMA, the Community Development Block Grant Program, and Wal-Mart. Grant Projects: Fire Station No. 11 Construction ($1.4 million), Fire Station No. 14 renovation ($470,00), Fire Station No. 9 renovation ($570,00), Pumper 14 ($315,000), Bullard Thermal Imagers ($144,000), Central Plymovent Exhaust System ($94,764), Fire Station No. 17 Driveway ($33,000), Fire Station No. 4 Apparatus Door Expansion ($39,000), Fire Station No. 5 Plymovent Exhaust System ($25,000), and Central Fire Station Priority Traffic Control System ($115,822). Special Projects The Planning Division assisted in the Stanton Street Corridor traffic calming studies, the Firefighter’s Memorial Park project, and in the ISO Inspection. Research, Departmental Survey Information Conduct field investigations, economic or public surveys, demographic studies, or other research; compiling data gathered; performing statistical analysis; preparing statistical charts and graphs. The Planning Division researches and assimilates the information for numerous surveys. We do annual survey requests from the National Fire Protection Association (Fire Service and Annual Fire Experience), FEMA Needs of U.S. Fire Service Survey, Annual ISO Surveys, and the Annual International Association of Fire Chief’s Survey on Equipment, Service, and Statistics. We also do survey requests from other fire departments, National Fire Academy Student requests, and demographic requests from the City and County of El Paso. Development Coordinating Committee The Planning Division represents the El Paso Fire Department and is a voting member in the Development Coordinating Committee and the Subdivision Coordinating Committee. We initiate motions and vote on issues that directly affect the operations of the El Paso Fire Department. We also represent the EPFD in the City Plan Commission, the Mountain Development Plan Committee, and the MTP Committee. GIS Mapping The Planning Division does the GIS mapping for the department. We generate territory maps, fire district response maps, station coverage maps, and citywide fire hydrant maps. Planning Division Staff Miguel A.
