Mission

The Capital Assets Management Division consists of identifying, tracking and managing capital assets of the City. General capital assets include land, improvements to land, easements, buildings, vehicles, machinery and equipment, infrastructure and all other tangible assets that are used in operations.


Definitions

Capital Assets Manager – is responsible for overseeing the Capital Assets Management Division as well as facilitating the Capital Assets and Real Estate Committee.

Capital Assets and Real Estate (CARE) Committee – is responsible for making real estate recommendations such as sale, acquisition or rental/leasing of properties to the City Manager. The CARE Committee is composed of Deputy City Managers, Chief Financial Officer, Legal Department Representative and a representative from the Airport. CARE Committee meets on a monthly basis (second Monday of the month) to discuss pertinent issues related to capital assets.

Property Control – is responsible for the recording and tracking of all assets purchased by the City. All new assets with the value of $1,000.00 or greater and at least one-year lifespan are recorded, tagged and updated into the City’s asset management system.


Interest To Purchase City-Owned Property

Upon receipt of interest to purchase Capital Assets Management Division is charged to identify and assess all city real estate holdings for its effective use, value and need for municipal use. Also to provide in-fill development on city parcel not necessary for public need that meets the qualifications.

If a property is found not in need for municipal use then it is present to the CARE Committee for approval to sell. All city-owned property is be advertised for public bidding according to State Statute.

Interest to Lease City-Owned Property

Request is initiated through a memorandum or letter requesting the use of the facilities. Capital Assets prepares documents for the CARE Committee and if approved by CARE, then request goes to Department/Legal for an Agreement.

The City of El Paso will hold public auctions of Surplus City and Abandoned Vehicles at A D Towing, 3565 Lee Blvd., El Paso, Texas. Auctions are held on the second Saturday of every month starting at 9:00 a.m. Inspections will be from 7:30 a.m. to 9:00 a.m. The City will accept Cash, MasterCard, Visa and Debit cards ONLY.

The City of El Paso also holds public auctions of Surplus City, Abandoned and Confiscated Property at the Municipal Service Center, 7969 San Paulo Dr., El Paso, Texas. Auctions are held as need and advertised in the El Paso Times.

The City will offer the property on an individual basis. Children under 16 years of age will not be allowed to enter the premises. The City of El Paso is not responsible for any personal injuries sustained by any third party on the premises during any auction.
