Code Compliance
City Codes protect the health, safety and quality of life for the citizens of El Paso. The City has a team of officers Code Compliance inspectors that investigate all types of violations to the Municipal City Code. Individuals can call and report violations by calling 774-4500. Individuals or owners of the property are put on notice to comply.

Common Code Violations

Weeds, Trash and Debris (9.04) Individuals including property owners are responsible for maintain their property from accumulation of trash, vegetation and weeds or other objectionable, unsightly or unsanitary matter. Individuals are given a seven (7) day notice to clean the property; otherwise the cost of expense incurred in doing such work will be charged to the property owner.

Code Compliance inspectors patrol the City limits to identify locations where illegal dumping has occurred.

Junked Vehicles (9.08)
The City prohibits the keeping of a junked vehicle in ordinary public view. Any inoperable motor vehicle without a current safety inspection sticker or current license plate can be considered a junked vehicle.

Construction without a Permit (18.02.103.1.1)
Any owner, agent or contractor who desires to construct, alter, or repair the occupancy of a building structure must have proper documentation from the building inspection and permits department.

Garage/Yard Sales (20.14.030l)
It is unlawful for the owner or occupant in a residential district to hold yard or garage sales more than three (3) times a calendar year on the same lot. You cannot conduct a yard or garage sale for more than two (2) days at a time.

Prohibited Signs (20.66.130)
It is unlawful to place, paint or install any banner, handbill, advertisement or any other kind of sign on any utility post or traffic control devise, or upon any public property, public building, sidewalk, parkway or median.

It is unlawful to park any vehicle in a front or side yard in any residential district, except on an asphalt or concrete driveway.

Maintenance of Walls and Fences (18.08.150)
The owner or occupant of a residential property is responsible to maintain all walls and fences, including rock walls, in good repair. This includes sides of walls and fences located on any property line.

Trees & Other Objects (12.68.030 b,c)
Sidewalk - it is the duty of every owner or occupant of property to keep all trees between the property line and the curbline of the street trimmed of limbs, branches, and foliage to a minimum clearance above 8 feet. Keeping free passage in sidewalk area - it is unlawful to place any tree, plant, or object in the area between the property line and curbline of the abutting street which in any way obstructs the free passage or use of that area by the public.

Oversize Vehicles (20.08.200a) It is unlawful to park more than one commercial vehicle in any residential district. Such vehicle cannot exceed 26 feet in length, or 7 feet, 8 inches in width, or 9 feet in height.

Auto Repair in a Residential District (20.08.200b) It is unlawful to dismantle, repair or otherwise perform work upon any vehicle, machine, motor, or other similar device, other than minor emergency repairs to a motor vehicle, on any property in the residential or apartment zone.

Maintenance of Sidewalks (13.04.050a) It is the duty of the owner of property abutting any public street to maintain a sidewalk, curb or gutter in good repair.

Placing Refuse in Container of Others (9.04.090b) It is unlawful to place any waste in a trash container of another, without permission of the owner of that container.

Stormwater Management/Illicit Discharge (15.20) It is unlawful for the owner or occupant to dump or pour into the city's conveyances or storm drains such as oils or chemicals. The illicit discharge poses a threat to contamination to the water table or the Rio Grande River.

The NPDES/TPDES permit under the Stormwater Program-Municipal Separate Storm Water Sewer System (MS4) is the High Risk Industrial Program, illegal discharges, compliance with construction sites and emergency spill response program.
