The Floodplain Administration Division of the City of El Paso Engineering Department provides assistance and guidance to the community regarding properties located within a Special Flood Hazard Area otherwise know as the “100 year floodplain” or commonly referred to as a “flood zone”.

The Division can also help identify the correct flood zone designation surrounding a house or business and assist in explaining any of the National Flood Insurance Program’s and Federal Emergency Management Agencies’ rules and regulations regarding flood insurance.

Preliminary Flood Insurance Rate Maps


The preliminary Digital Flood Insurance Rate Maps (DFIRMs) for El Paso County were released the summer of 2007 by the Federal Emergency Management Agency (FEMA) designating the proposed areas located within either a Special Flood Hazard Area or a Non Special Flood Hazard Area. The revisions come as part of FEMA’s effort to modernize the maps at a national level. Please note the proposed changes are NOT effective until a formal process is expedited by FEMA.

Effective December 20, 2007, FEMA instituted the appeal and protest period for residents and property owners to allow for the representation of information refuting the proposed changes to the preliminary FIRMs. The 90-day appeal/protest period closed on March 19, 2008. All information received by Floodplain Administration for the City of El Paso has been provided to FEMA officials for review and consideration. Please note that as part of this submission, the Floodplain Administrator for the City of El Paso has filed a protest to the proposed DFIRMs, based on the facts that FEMA is also providing revised maps and studies in the Rio Grande corridor and the abutting areas.

Once the appeals and protests are resolved , FEMA will establish an effective date for the final maps. For more information, please call 541-4200.
