As a critical charge and focal point of the department, the combined efforts of multiple divisions are committed to effectively managing municipal capital projects from inception through completion. 
Examples of projects under the Capital Improvement Program (CIP) include new and enhanced City facilities, drainage system improvements or the major reconstruction of streets.
 As a snapshot, the Capital Improvement Planning and Management and Contract Administration Divisions administer and secure the appropriate funding mechanisms and contractual documents needed for project planning and implementation. 
Funding for capital projects comes from various sources including certificates of obligations, bond issuances and federal transportation funds. Additionally, the effective scoping and estimating of projects is necessary to expedite the subsequent design and construction phases.
Through the Project Engineering Division the design, construction and inspection activities associated with the successful completion of capital projects are realized.
