New Employee Performance Evaluation Process
 
The Human Resources department is rolling out a new and improved performance evaluation process. Last year a steering committee comprised of Human Resources managers and staff from El Paso Water Utilities, Fire, Health, Police, Street and Sun Metro departments met to provide recommendations to the City Manager concerning revisions to the existing performance evaluation process. Representatives from the El Paso Municipal Association, AFSCME, Police and Fire collective bargaining as well as other City departments collaboratively provided input.      


Changes to the performance evaluation process are highlighted below:
 
· The appearance of the form has been changed.
· The rating factors have been condensed to six (6) GS or seven (7) PM categories.
· The rating scale has been changed to include the following:
 
1-      Unsatisfactory
2-      Needs Improvement
3-      Meets Performance Standards
4-      Consistently Exceeds Performance Standards

·Employees who obtain a rating of “Meets Performance Standards” will be considered to fully meet the
 requirement for performance of duties in the assigned position.
 
·Employees will be required to do a self evaluation or identify factors to be considered in their evaluations no later than 30 days before their evaluations are due.
 
·Supervisors will be required to comment on each rating factors and discuss the evaluation with the employee.
 
·Employees who obtain a rating of “Meets Performance Standards” will be eligible for consideration for a merit increase within their departments.
 
·A set of criteria has been established for the selection of employees awarded for merit increases.

We are hopeful that these changes to the performance evaluation will foster a more interactive relationship between supervisors and employees; affording employees the opportunity to conduct a self assessment based on their performance and creating a method for dialogue.
 
The Human Resources department has developed a new training course to inform and guide supervisors on the new performance evaluation process. The target date for implementation of the new process is at the beginning of the new fiscal year, September 1, 2009. Please keep an eye out for more announcements concerning the performance evaluation process.
