  Speak Up to Report Fraud, Waste, Abuse or Misuse
<strong>Speak Up to Report Fraud, Waste, Abuse or Misuse</strong> The City of El Paso is a recipient of funds under the American Recovery and Reinvestment Act of 2009 (the "Act"), the government's economic stimulus plan.  To ensure that these funds are appropriated properly and dedicated to our nation's economic recovery, we're counting on you to speak up if you see mismanagement or misconduct. 

You have several channels available to anonymously report your concerns regarding fraud, waste, abuse or misuse of stimulus-related funds, including a third-party hotline and web page.

Call 1-866-614-9688.   24 hours a day, 7 days a week.  You do not have to provide your name.

Report Any Mismanagement of Recovery Act Funds Promptly Without Fear of Retaliation

No employee of any employer receiving funds under the Act may be discharged, demoted or otherwise discriminated against as a reprisal for disclosing information that the employee reasonably believes is evidence of:
1.  Gross mismanagment of a contract or grant relating to covered funds.
2.  A gross waste of covered funds.
3.  A substantial and specific danger to public health or safety related to the implementation or use of covered funds.
4.  An abuse of authority related to the implementation or use of covered funds; or
5.  A violation of law, rule or regulation related to a contract (including the competition for or negotiation of a contract) or grant awarded or issued relating to covered funds.

The prohibition of retaliation covers a report of mismanagment of funds made to any supervisor or manager of the City, including Ethics Officer, Compliance Officer or other designated company official, the Recovery Accountability and Transparency Board, a Federal agency inspector general, the Comptroller General, a member of Congress, a State or Federal regulatory or law enforcement agency, a court or grand jury, the head of a Federal agency or their representatives.

If you believe you have been retaliated against for making a report under the Act, you may submit a complaint to the inspector general of teh Federal agecny disbursing the covered funds.  The inspector general will conduct an investigation and make a report of findings to you, your employer, the Recovery Accountability and Transparency Board and the disbursing Federal agency.

Joyce's Corner

joy.jpg For the past several years, we have organized an Ad Hoc Employee Work Group to vet issues facing the work force.   This has included Civil Service Commission Rule Changes, Charter Amendments affecting civil service, compensation and pay plan, etc.  It has proven to be a good forum to gauge the pulse of the organization.   However, it really has not represented the entire organization in terms of all departments having a seat at the table.
 
Since communication continues to be an issue, I am proposing to reorganize this group into an Employee Ad Hoc Advisory Committee that would include at least one employee per department.   The group needs to be diverse in terms of representation – management/supervisory, professional/technical, administrative/general labor categories.   The group would likely meet six times a year and an agenda would be developed in advance of issues to discuss.   At the very least, this new Advisory Committee would give employees a safe forum to raise issues and items that may be of importance elsewhere in the organization. 
 
The process to form the Employee Ad Hoc Advisory Committee will proceed as follows:
-          Department Heads have been instructed to develop a process to solicit names of up to three employees who are interested in serving on this work group from each department to put forward for consideration
-          Names would then be submitted to the City Manager’s Office and then employees would be randomly selected so that the Committee had an employee from each department and a representative cross section from the EX, PM and GS classifications. 
 
The committee is anticipated to be seated in January for the new calendar year.  Members of the Committee rotate off annually, allowing for different employees to participate on the Committee each year.  Meetings will potentially be held either during the lunch period or late afternoon to minimize conflict with work schedules. 
 
If you are interested in the possibility of participating in this new work group, please speak with your supervisor or Department Head to get more information on the department nomination process.

MONTHLY SAFETY TIP

Monthly Safety Tip:  Elevator Guidelines

When boarding an elevator, please wait until everyone who is exiting has left before you enter the elevator.  Once on, stand close to a wall or move to a corner to make room for other riders.  Move to the back of the elevator if you are traveling several floors or in the front or side if your ride is short. 

If you are in the back of a crowded elevator and you need to get off, let others know.

Be sure not to block the door when the elevator stops and step aside for people getting off the elevator.  You may have to step out to make room; then, step back in.

If you are standing in front of the elevator buttons, you may be asked to push buttons for others.

Be considerate if you are sick and carry a handkerchief or tissues to cover your mouth and nose in case you need to sneeze or cough.
