City Begins FY2009 - 2010 Budget Hearings
In an effort to keep all employees up to date we ask that you please review the attached information that includes a message from City Manager, Joyce Wilson and the FY 2010 proposed budget.
Budget Highlights include:
- The overall budget has been reduced by 2.3%
- Salaries have been frozen until 4th quarter
- Police and Fire Unions have been asked for wage deferral concessions
- Most department budgets have been reduced from current year
- Budget priorities include: Health and Safety, Streets Maintenance and ROW cleaning, & Technology
- New Initiatives included in the proposed budget are: a consolidated 911 emergency communications center and preparation for a citywide 311 call center
Important Insurance Note:
There are plans to increase employees and retirees insurance premiums however, it will be a 3% increase and not 5% as it has been in prior years.
This does not apply to collective bargaining units, police and fire; by contract the premiums will increase 5%.

This month begins the organization's FY2010 Budget Hearings. We have various challenges and opportunities ahead of us to balance in being fiscally-responsible with this year's budget. Departments have worked for months with the direction to provide lean budgets while minimizing any impact to service delivery. In order to clarify any questions on the budget, I am hosting an employee roundtable meeting on Monday, July 27, 2009 from 11:30 a.m. - 1:00 p.m. in City Council Chambers, located on the 2nd Floor of City Hall. I invite employees to come and ask questions they have on this issue.
We recently held the 2009 Inaugural Ceremonies for our recently elected officials. I'd like to welcome back our re-elected City Officials: Mayor John Cook, District 2 Representative Susie Byrd, District 3 Representative Emma Acosta, District 7 Representative Steve Ortega; as well as our newly elected Representative Carl L. Robinson, who was elected to represent District 4. Also participating at this year's ceremony were Municipal Court Judge Inaugural Candidates:
- Judge Odell S. Holmes, Jr - Municipal Court of Appeals
- Judge Maria Ramirez - Municipal Court One
- Judge Maximino D. Muñoz - Municipal Court Two
- Judge David A. Bonilla - Municipal Court Three
- Judge Rick Olivo - Municipal Court Four (not present)
- Judge Daniel Robledo - Municipal Court Five (not present)
Many congratulations to each of the inaugural candidates.
Lastly, I'd like to recognize our City 15 - Government TV Staff Members, Jose Solis and Isaac Torres, for their recognition by the Texas Association of Telecommunications Officers and Advisors, as finalists in two categories within the 8th Annual TATOA Programming Awards competition. This is the second year in a row within only our second year of operating a Government TV Channel that our City 15 Staff has been recognized as finalists. Congratulations and keep up the good work!

File Cabinet Safety Tips
If you follow some basic safety tips when using your file cabinets, you can prevent mishaps and injuries caused by this necessary piece of furniture.
- Use the handle to close the file drawer and make sure that your fingers are out of the way
- Never open a drawer if someone is in the path of or crouched beneath the drawer
- Do not leave the drawers open for someone to run into or trip over
- Open only one drawer at a time
- Top-heavy cabinets are at risk of falling over when you open the drawers
- Spread the contents evenly amongst all the drawers
- Place the heavy items in the bottom drawer
- Never place anything heavy on top of your file cabinet
- Periodically clean-up your files to free up space to make the files easier to use
