Giving Thanks for Those Who Are Giving Back
"Giving Back" -- This is a phrase well-known to the employees of the Municipal Clerk's Department. For over 20 years, the city employees of Municipal Clerk's have made it an annual tradition to band together to help the community. Though much of their charity work is done during the Christmas holiday season, the employees help year-round with supporting various community causes.
Any employee in the Department may make a suggestion as to which charity, non-profit organization or entity within the community they will help during the year. The designated charities always come from the employees’ suggestions. The Department has helped a wide variety of people in the community -- randing from collecting and donating school supplies and uniforms to elementary school children, to donating blankets to the Rio Grande Council on Aging to "adopting" a nursing home, to the Child Crisis Center . Their generosity knows no boundaries! And this year is no exception.
For this year's Christmas charity, the Municipal Court/City Clerk's chose the Center Against Family Violence. Items were donated, to include toys for 31 kids ranging in age from months old to teenagers, and gifts of a robe, slippers, purse or makeup or combination of for 27 adults -- all of this in addition to goodie bags for everyone. Another cause these employees are assisting with is donating used items and clothing to Victory Chapel, who assists with helping families in our sister city, Ciudad Juárez.
When asked what is accomplished by working together as a department to help the community, Lilia Worrell of Municipal Clerk stated,"It builds teamwork in the department and a sense of giving back to the community and those less fortunate.” Municipal Clerk Richarda Momsen echoes this statement: “I am consistently floored by the generosity of our staff members. They have huge hearts.”
Kudos to the employees of Municipal Clerk and it's two divisions for their continued generosity and dedication to our wonderful community. Special kudos to Suky Espinoza, who coordinated for the Victory Chapel effort, and the committee that organized the drive for the Center Against Family Violence (Patricia Torres - coordinator, Roxanne Chavez, Susan Billstone and Debbie Burnett).

Binational 2008
El Paso Museum of Art - Museo de Arte Ciudad Juárez

The EPMA Binational 2008 juried exhibition will take place at the El Paso Museum of Art and the Museo de Arte in Juárez. Two artworks will be selected by each artist included in this exhibition. One artwork will be exhibited at the El Paso Museum of Art and one will be exhibited at the Museo de Arte in Juárez. All visual art media may be included in this exhibition.

The Binational Art Competition has now opened up the competition to all employees of the City of El Paso effective immediately. Please note, however, that all deadlines remain the same.
El Paso International Airport Art Windows of El Paso
Presents the works of Carmen Navar
El Paso International Airport in collaboration with the Museums and Cultural Affairs Department presented the works of local Artist Carmen Navar at the Art Windows of El Paso. The ribbon cutting and opening reception took place on Wednesday November 7, 2007 in the first floor meeter/greeter area. Ms. Navar signed autographs during the reception. The exhibits will be displayed through February 24, 2008 and is open to the public.
Carmen Navar, having been raised among the beautiful sunsets and sunrises of Texas, learned the first forms of art from her mother, an accomplished artist. Her creative life continued to develop through school and private teachers. Her art evolved into embossing on soft metals and Fine Art. Today, Carmen speaks the language of color, passion and energy through metal, acrylic and mixed media. Using vivid colors and harmony of design, these elements express Carmen’s spontaneity, love of life and sense of being.

El Paso: Playful City USA

As part of their National Campaign for Play, KaBOOM! has recognized El Paso, Texas as one of 31 founding Playful City USA communities in America. Playful City USA is their national recognition program that honors cities and towns across the nation that take the initiative to create an agenda to bring play into the lives of all their children.
The City of El Paso has produced a video to promote the city’s designation and also to compete with 31 other designated playful cities in the USA by KABOOM for a chance to gain a $25,000 grant for the city. Christmas Comes Early at the El Paso Zoo!
Siamang Parents taking care of New Baby!
The El Paso Zoo is happy to announce the birth of a baby Siamang! The small black ape, a member of the gibbon family, was born on December 2nd. Yesterday, the (proud) parents showed off their baby outside for the first time. Excited Zoo employees watched as Mama Siamang was cradling the baby in her soft fur and the baby started nursing. Siamangs are very family-oriented and many mate for life. It was obvious that the Papa was protective and attentive toward his mate and their new baby. In showing his concern for both Mama and the baby, the Papa stayed very close to them the entire time and was seen taking the hand of Mama Siamang and leading her along as she carried the baby. When Siamangs walk - they walk upright like people, but have to hold their arms in the air to help balance themselves.
Weather permitting; our female Siamang will be with her new baby for the public to see on a limited basis – depending on when Mama Siamang wants to venture out into the open. For the next few months, the baby will typically only be on exhibit when the weather is nice and warm. So, if you don’t see them the first time – be sure to come back! Frosty the Garbage man…
While many El Pasoans enjoyed being wrapped up in their blankets on that snowy day in November, Environmental Services collected trash and recyclables under a blanket of snow. The mailmen were not alone, on Saturday November 24, 2007 attempting to get their jobs done. The fleet of Environmental Services was out and about to ensure that all collections of waste and recyclable materials were done too! As luck would have it, the Thanksgiving Day holiday pushed Thursday’s collection to the following Saturday, when El Paso experienced the first snowfall of winter. The white snow camouflaged the trucks, as only their teal and forest green stripes were visible at times.
The professional and safety practices of Environmental Services brought the day to a close with no accidents or injuries at all!! Bravo and thank you to the men and women of Environmental Services for a job well done!
Employee Hobby Sparks Interest
Judy Coe, Secretary for Engineering/Sun Metro Capital Projects Division, was recently contacted by an employee of Rail Passenger USA after he spotted her photo of the Sun Metro Union Depot building on Google Earth. He asked for her permission to post the photo on a national railroad information web site, railpassengerusa.com.
Mrs. Coe has enjoyed photography since a very young age and is an avid landscape photographer.

For He’s a Jolly Good Fella - El Paso Zoo says goodbye to Lupe D. Mancha!

The El Paso Zoo wishes longtime staffer Lupe Mancha a happy retirement as he leaves after more than 37 years with the City of El Paso. Mr. Mancha first joined the City on April 6th, 1970 as an employee of the Parks department, where he supervised and worked on mechanical systems for Parks’ buildings. Mr. Mancha later came to work at the El Paso Zoo where he has been an employee since February 15th, 1988. He has been the Facilities Manager, supervising all maintenance repairs and construction with a background in HVAC equipment systems. During his career, Mr. Mancha helped coordinate the Asian expansion back in 1994, the Elephant exhibit area in 1996, and currently has been working on the latest Africa expansion which is part of the zoo-wide improvements and projects under the 2000 Quality of Life bond issue. Mr. Mancha is a Vietnam veteran, a retired member of the United States Army and was a recipient of the Purple Heart Medal during his service - awarded in the name of the President of the United States. On Wednesday, November 28th, Zoo staff threw a surprise party to say their goodbyes. Mr. Mancha is an avid Dallas Cowboys Football fan – so it was fitting that he received a pocket watch with the Cowboys Team star engraved upon it during his retirement party. The El Paso Zoo also honored him with a service plaque and a ceramic graphic tile of one of the El Paso Zoo animals. Mr. Mancha has been loved, admired and respected by Zoo staff for his professional appearance and his attendance over the past 20 years. Mr. Mancha is a credit to the El Paso Zoo and the City of El Paso and will be greatly missed by all!
Parks & Recreation Bids Farewell …
Doug Barnes, Sports Manager for the City of El Paso Parks and Recreation Department and a 30 year employee of the department recently retired.
Barnes who served in a multitude of positions for the Department oversaw the sports division for the last two years and was a valuable member of the Parks and Recreation management team and will be sorely missed.

El Paso Zoo Director Steve Marshall Participates in a Conservation Mission
El Paso Zoo Director Steve Marshall just returned from Mexico last week, after participating in a conservation effort for one of the most endangered mammals in North America; the Black-footed Ferret. The Black-footed Ferret Recovery Implementation Team (BFFRIT) was created in 1996 and is a multi-agency/ conservation organization effort, led by the U.S. Fish and Wildlife Service, which includes representatives from federal and state governments, accredited zoos and nonprofit organizations.
El Paso Zoo Director Steve Marshall joined team members in Chihuahua, Mexico as they released Black-footed Ferrets that have been bred by team members to reintroduce populations in Mexico. The total wild population numbers only around 600 individuals.
“As a point of reference,” Mr. Marshall added, “That makes them rarer in the wild than Giant Pandas.”
In the late 1970’s black footed ferrets were believed to be extinct. A small population was rediscovered in 1981, but by 1987 the number had drastically fallen. In a bold move, the U.S. Fish and Wildlife Service relocated the last remaining 18 animals from the wild and eventually into managed breeding programs in accredited zoos. The success of this effort is apparent. The managed program currently maintains a breeding population of 240 ferrets that are 1-3 years old.
In reference to his personal involvement Mr. Marshall said, “I always considered myself in tune to this type of effort, but going along on this release project reminded me of the feeling
of responsibility, partnership, and connection with nature that we strive to allow our guests and school groups to experience at the Zoo.” Mr. Marshall continued, “The El Paso Zoo wants to get more involved with projects like this. While in Mexico, I met wonderfully smart and dedicated participants in this particular project: conservationists and wildlife biologists from the State of Chihuahua, the Mexican University System, World Wildlife Fund, and the Nature Conservancy.”
Conservationists such as Mr. Marshall hope that the ferrets will be successful in re-inhabiting former parts of their range in Mexico, and here in the U.S. – where projects are also underway in an ongoing repopulation effort. The El Paso Zoo has been a part of the official program for more than 2 years, and has taken part in the repopulation projects in the past, as well as conducting biomedical assessments such as drawing blood or checking vital stats on the animals before they cross the border. Black Footed Ferrets remain near the brink of extinction due to loss of habitat, conversion of grasslands to agricultural uses, widespread prairie dog eradication programs and plague which combined have reduced ferret habitat to less than 2 percent of what once existed. Remaining habitat is now fragmented, with prairie dog towns separated by great expanses of cropland and human development. Many other sensitive species such as burrowing owls, mountain plovers, golden eagles, swift fox, and ferruginous hawks are strongly linked to this habitat for their survival. Many of these species are following the ferret's fate, and may soon require further conservation efforts to ensure their survival.

Holiday Travel Tips
El Paso International Airport would like to advise all travelers that Airlines recommend all passengers arrive one and a half to two hours before departure. Early arrival time is necessary in order to facilitate the screening process handled by the Transportation Security Administration. Heavy travel volumes and the enhanced security process may mean longer lines at security checkpoints. TSA works with airlines and airports to anticipate peak traffic and be ready for the traveling public.

Pack 3 ounce bottle or less (by volume); 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measure.
If in doubt, put your liquids in checked luggage.
- Medications, baby formula and food, breast milk, and juice are allowed in reasonable quantities exceeding three ounces and
are not required to be in the zip-top bag. Declare these items for inspection at the checkpoint.
- All footwear must be removed for X-ray screening. Wearing footwear that can be easily removed helps. Pack valuables such
as keys, jewelry, cash and electronics, as well as fragile items, in your carry-on.
- Avoid wearing accessories that contain metal, which will set off the metal detector.
- Put all undeveloped film in your carry-on bag, because checked baggage screening equipment may damage film.
- Do not wrap gifts. Security officers may have to search contents for packages.
- Remove your outer coat, suit coat, jacket or blazer to place in bin for X-ray.
- If carrying a firearm, please check with your airline for appropriate procedures.

Take Photos with Santa Before Christmas at the El Paso Zoo!
Santa Claus is coming to town – but first, he’s visiting the El Paso Zoo! You can come out this Friday, Saturday and Sunday, December 21st, 22nd and 23rd. Tell him your wish list and afterwards take a photo with him. ($5 for photos). Santa will be at the Zoo from 12:00 – 3:00 p.m. in the Elephant’s Trunk Gift Shop.
Speaking of gifts – you can see Ole Saint Nick AND get your Christmas shopping done with great Zoo gifts such as “Animalopoly” a board game with twist on the old Monopoly or maybe your little one would like a plush Zebra or a giraffe backpack. The holiday season has a special way of eliciting a sense of thanks and of giving not only on an individual basis, but among the masses. City employees are no strangers to giving – whether it be contributing or donating their time, their talents or their resources.
One such example of this is the recent City Employees Combined Charities Campaign that I know a great number of employees have supported this year and for many years past. Over the last decade, more than $1 million dollars has been cumulatively contributed.
Another example we have seen is the generosity of those individuals who opened their hearts and pocketbooks to buy an extra gift this holiday season for an individual who needed it – one such outlet being the Gift Giving Tree here at City Hall.
But more often than not, though, stories of good deeds and generosity unfortunately go untold and unrecognized. In this issue of the employee newsletter, I thought it would be only fitting for us to tell one such story as a reminder of how hard our City employees work for the community. Let us all applaud our fellow employees for their contributions and kind-heartedness.
Next - A Reminder: Help the City of El Paso in our pursuit to win a $25,000 grant from the KaBoom organization. El Paso was recently recognized and designated a Playful City USA. A benefit of the designation is the opportunity to participate in the 2007 Founding Playful City USA City Grant program. This possible funding will go towards creating the “Teen Mind, Teen In Motion” program. This initiative will provide recreational and educational programs for teens after school.
A major component of earning the grant is receiving votes in support of the video created by the City to show how we are a Playful City USA. We are asking and encouraging everyone to go online and vote for the El Paso video at the following website: kaboom.shycast.com/contest/1/
The more votes we can get, the better chance the city has to receive the $25,000 grant.
