2006 Northeast Master Plan: Proposed Amendment Underway

In anticipation and preparation of expected growth in the Northeast, the City and the El Paso Water Utilities have spearheaded an initiative to proactively look at long-range development opportunities in this area. The arrival of 20,00 additional troops along with their families has the potential to make the Northeast an exciting region for growth in the next few years. New housing, shopping and jobs will all head to that area and the City wants to ensure that the change goes smoothly.

The Development Services Department has worked closely with the El Paso Water Utilities to implement a planning effort that focuses on Smart Growth Principles to include mixed land uses and the creation of a range of housing opportunities and choices. The culmination of this effort has elicited a proposal from the El Paso Water Utilities that looks at land uses for over 6,900 acres out of the nearly 16,000 acres the City owns in the Northeast. The planners hope to encourage quality neighborhoods that newcomers, and current residents looking for new homes, will be proud to call their own. The focal point of the plan is a linear park-boulevard that may run west to east from the mountains to the Painted Dunes golf course. A town center around the boulevard would be served by a bicycle and pedestrian trail network connecting houses, shopping and open space recreation areas.

The proposal is the beginning of a process in which the City Council will have the final decision to move forward with the proposed changes to the study area. As part of the process to amend the comprehensive plan, community meetings were held on October 25 and on November 14 to engage and incorporate community input in the process. Most recently, on November 17, the City Plan Commission approved a three week timeframe for the City and the El Paso Water Utilities to work together on the final amendment to the plan, which would include land use maps and formal text describing what the City’s vision for each part of the map entails. The City Plan Commission Meeting to follow is scheduled for December 7th. The presentation of the proposed amendment for City Council action is expected to take place before the end of the year.


City News

“That New Car Smell”

Environmental Services added 10 new automated side loaders to their fleet, in anticipation of the upcoming implementation of El Paso’s recycling program. These behemoths are Sterling chassis with McNeilus 31 cubic yard packer bodies.

Since the inception of automation in 1997, the then Solid Waste Management Department has built a fleet of 64 units. Recycling is not the only function of the department, but the older automated units will continue to carry the load.

As an additional 100 tires rotate across our neighborhoods, the Department of Environmental Services continues to roll with the future of recycling in sight.


Downtown Construction Update: Holiday Traffic

A City initiative reconstructing and improving several streets in the downtown area commenced early this year closing access to traffic throughout the construction phases. In an effort to alleviate the expected increase in traffic volumes during the upcoming holiday season, the City will not initiate another project in this area and will provide additional access to traffic.

The following projects currently underway are expected to complete and open by early December:

Oregon from Franklin to Wyoming
Mills from Stanton to Campbell

The latest closure on Santa Fe Street will have partial access open to traffic prior to the Thanksgiving Holiday.

Resources for Business Owners
The City continues to remind business owners of the services available from El Paso Business First, a division of the City Economic Development Department providing a centralized resource center extending for existing business owners in the community. The program is ready to assist businesses with finance, training and development tools by working through a network of partners. Business owners are encouraged to call 541-4670 for more information on how El Paso Business First can provide critical assistance to their specific needs.


Citywide Holiday Garbage Collection

In observance of the upcoming Thanksgiving Holiday, all garbage collections throughout the city which are scheduled for Thursday, November, 23, will take place on Saturday, November 26th. The Christmas and New Year Holiday schedules will not be affected.

Holiday Traveler Tips for Getting Through The Passenger Security Checkpoint At El Paso International Airport

The Transportation Security Administration (TSA) and El Paso International Airport are reminding travelers that they may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.
With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.

“During the holiday travel season, arriving early and studying the TSA carry on list are the most important factors that will assist the airlines and TSA with passenger processing,” said Patrick T. Abeln, Director of Aviation.

1. All liquids, gels and aerosols must be in three-ounce or smaller containers. Larger containers that are half-full or toothpaste tubes rolled up are not allowed. Each container must be three ounces or smaller.

2. All liquids, gels and aerosols must be placed in a single, quart-size, zip-top, clear plastic bag. Gallon size bags or bags that are not zip-top such as fold-over sandwich bags are not allowed. Each traveler can use only one, quart-size, zip-top, clear plastic bag.

3. Each traveler must remove their quart-sized plastic, zip-top bag from their carry-on and place it in a bin or on the conveyor belt for X-ray screening. X-raying separately will allow TSA security officers to more easily examine the declared items.

To ensure the health and welfare of certain air travelers, there are no limits on the amounts of the following liquids, gels and aerosols you may carry through a security checkpoint:

Baby formula and breast milk if a baby or small child is traveling;
All prescription and over-the-counter medications (liquids, gels, and aerosols) including KY jelly, eye drops, and saline solution for medical purposes;
• Liquids including water, juice, or liquid nutrition or gels for passengers with a disability or medical condition;
• Life-support and life-sustaining liquids such as bone marrow, blood products, and transplant organs;
• Items used to augment the body for medical or cosmetic reasons such as mastectomy products, prosthetic breasts, bras or shells containing gels, saline solution, or other liquids; and,
• Gels or frozen liquids needed to cool disability or medically related items used by persons with disabilities or medical conditions.

You are not limited in the amount or volume of these above items you may bring in your carry-on baggage. However, if these items are in containers larger than three ounces, please perform the following:

1. Separate these items from the liquids, gels, and aerosols in your quart-size and zip-top bag.
2. Declare you have the items to one of our Security Officers at the security checkpoint.
3. Present these items for additional inspection once reaching the X-ray. These items are subject to additional screening.

Gift Giving Tree

The Retired and Senior Volunteer Program (RSVP) of the Community Development Department will have the Gift Giving Tree put up on the first floor of City hall beginning Monday, November 20, 2006. This annual program was recently kicked off with a Tree Lighting Ceremony.

There will be over 200 tags for underprivileged youth and those in foster care, as well as tags for elderly persons. RSVP volunteers as well as staff from participating agencies will staff the tree itself. This has been a tradition at City Hall for over 12 years and gives a great opportunity for City Hall employees to contribute to those less fortunate.

Mayor’s Youth Art Showcase

The Mayor's Youth Art Showcase will be held on January 7, 2007 featuring the artwork of various youth artists. Artwork is based on the impact that Dr. King had on the country. Also at the event, the announcement of the Martin Luther King, Jr. Humanitarian awards will take place. The Humanitarian awards are given out to one (1) adult, one (1) youth female and one (1) youth male from the community that have shown a commitment, in some capacity, of making El Paso a better and safer place to live. Park Construction Update

The Three Hills Recreation Center located at 7200 High Ridge in west El Paso is 85% complete and should be open by the end of January. The center, which is almost a mirror image of the Eastwood Recreation Center in east El Paso, will have two gymnasiums, a weight facility and other amenities that will accommodate the large amount of anticipated attendance on the west side.

Airport Employees Receive Service Awards

The El Paso International Airport recently commended six employees for their service and dedication to the City of El Paso as well as the Airport.

Those recognized were:
• Rosalva Sanchez: Shuttle/Bus Operator, who has been with the City of El Paso for 5 years.
• Hilda Gutierrez: Accounting and Payroll Specialist, who has been with the City of El Paso for 10 years.
• Gary Wise: Welder, who has been with the City of El Paso for 10 years.
• Carlos Sanchez: General Service Worker, who has been with the City of El Paso for 20 years.
• James Moran: General Service Worker, who has been with the City of El Paso of 30 years.
• Cam Shafer: Senior Secretary, who has been with the City of El Paso for 30 years.

“The El Paso International Airport and the City of El Paso are grateful to their employees for their dedication,” said Patrick T. Abeln, Director of Aviation. “The Airport could not run as well as it does without the support of our team. We are so pleased to have them with us.”


El Paso Fire Department and Irvin High School Team-up for Community Initiative

Recently, members of the El Paso Fire Department and the Irvin High School faculty / staff came together for a charity basketball game and canned food drive. The initiative was a joint project that was created by the Irvin High School Community Service class and the El Paso Firefighters as part of the national “Make a Difference Day.”

A canned food donation was required for admission to the event. Result: El Paso’s Bravest Firefighters “diffused” the Irvin Rockets faculty by a score of 50-39. School organizers called the “Make a Difference Day” Canned Food Drive/Charity Basketball Game a success, with several hundred cans of food being collected for donation to the Salvation Army, Child Crisis Center and other area agencies.

Special congratulations to all those individuals who helped to organize this amazing event!


Bill Bennett - Recipient of a 2006 El Paso Lighthouse for the Blind Beacon Award

Bill Bennett was formally acknowledged for his collaborated work with the El Paso Lighthouse at the 5th Annual El Paso Lighthouse Donor Recognition and Board of Directors Dinner held this fall. The ceremony recognizes the combined efforts of individuals contributing their time and energy to initiatives continually driven by the El Paso Lighthouse for the Blind. Notably, Bill has held his current position of ADA Coordinator for the City of El Paso for over 5 years.

“ Beacon Awards are presented to community businesses, professional associates and/or friends who consistently go beyond the norm to promote the Lighthouse and provide us with exemplary personal and/or professional support,” said Marianne Fleager, Director of Development for the El Paso Lighthouse for the Blind.

 


Halloween Costume Contest Winners

The Annual City Employee Halloween Costume contest was held on October 31st in the 3rd Floor Training Room of City Hall. The contest was coordinated by Wayne Thornton, Eliseo Duran and Lupe Corral from the Parks and Recreation Department. Michelle Greco, Miss El Paso USA, Chris Acosta, El Paso Times and Mona Pacheco, El Paso Times judged this year’s contest. Twenty sponsors donated prize money totaling over $350 dollars. The First Place winner was awarded $75, with 9 other prize winners receiving amounts ranging from $65 to $10.

Silver Anvil Award Winner

The Public Relations Society of America Rio Grand Chapter of El Paso presented Camille Salcido, Sun Metro Marketing and Customer Relations Coordinator, with a Silver RIA Award October 25, 2006. Sun Metro was recognized for its Summer Fun Pass Public Relations Campaign designed by Salcido and Lonnie Tapscott, Sun Metro Graphic Designer.

The Silver Anvil, established by the Public Relations Society of America in 1946 to symbolize the forging of public opinion, is annually awarded to organizations that have successfully addressed a contemporary issue with exemplary professional skill, creativity and resourcefulness.
Silver Anvil Awards recognize complete programs incorporating sound research, planning, execution and evaluation. They must meet the highest standards of performance in the profession.
The PRSA Rio Grande Chapter is a group of area PR professionals and their supporters committed to bringing PR professionals together to foster professional growth, networking, and to exchange ideas while promoting the profession to the community.

A Rosy Future with the New El Paso Zoo Educator

Teaching kids about nature is top of the list for new Zoo educator Rose Janice (pronounced jah-neece’). She is no stranger to the field of education, having taught literacy and parenting skills to adults, and math and science to kids, so it just adds up that she would be a perfect addition to the El Paso Zoo.

“Kids always have a fear of not learning the basic math skills so I had to be creative in the way I taught,” says Janice. “When we teach literacy, we say if you are reading a story you are already there – you are a part of it, but if you can actually physically visit the place where the images on the page come to life - it just takes learning to a higher level.”

Janice is already learning from her new career: “First of all, I didn’t know there was a zoo education program here in El Paso! I also didn’t know that our zoo animals represented those out there (in the wild) that needed saving from becoming extinct,” says Janice. “So, parents can bring their kids here to get the right, accurate information about our animals – they’re not just for show and tell - these animals have unique personalities. I also learned that you get attached to them very quickly. And they teach you to respect their habitat.”

One of Janice’s new responsibilities is teaching kids during the sea lion and elephant talks. She says “it’s not only to teach but to help you understand the way we train our animals. The Zoo is a great learning tool for projects; if you want to do a science project about animals you can come to the zoo, read about them, write about them and do research.”

Does Janice have a favorite animal? “A koala is my favorite animal (Note: the El Paso Zoo does not have koalas) but I am falling in love with the elephants Savannah and Juno. I think elephants come close to being us – they are so loving, they’re so gentle, and they love their calves, they take care of them very well. It’s the same way we should take care of our own kids. And Sushi is my favorite sea lion, because she’s funny, playful, energetic, and smart – just like me!”

And the El Paso Zoo made a smart move hiring a real Rose!

Library Art Exhibit

The Main Library is currently featuring an exhibit by Ernesto Pedregon Martinez, a former Texas State Artist, now through the end of December. The exhibit is an eclectic collection of artwork spanning Martinez’ entire career. Some of the pieces being exhibited date back to the 1940’s while others were completed as recently as June of 2006.

Ernesto Martinez is an Internationally Renowned self-taught artist and muralist. He was an illustrator and artist for Ft. Bliss for 35 years and a professor of Mexican American art at El Paso Community College for 9 years.

Ernesto is considered one of the nation’s leading Mexican American artists having been selected as the Texas State Artist in two-dimensional works of art for 1997-1998. He was also inducted into the El Paso Artists Hall of Fame in 2001 and has been recognized in the Who’s Who of American Art several times. He has exhibited his art throughout the country including the prestigious New England Fine Arts Institute of Boston, the Bronx Museum of Art and the Smithsonian Institute. His piece “Si Se Puede” is regarded as an emblem of worker solidarity for the Chicano movement of the sixties and seventies.

Ernesto had a prestigious military career having served in World War II with General Terry Allen’s famed Timberwolf Division in the European theater. He was awarded the Bronze Star in combat, the Combat Infantry Badge and Battle Stars. He and his Division helped liberate thousands of prisoners from Nazi concentration camps.

Now 81, Ernesto Martinez is a living example of the many hidden treasures that can be discovered in El Paso. The Library invites everyone to come and view this culturally significant exhibit at the Main Library in Cleveland Square Park in Downtown El Paso.


Santa Claus Schedule 2006

What Christmas would be complete without a visit from the good ole St. Nick? Santa Claus will be appearing at all El Paso Public Library locations this December. Kids of all ages are invited to come meet Santa and give him their special wishes for the holiday season. Parents are encouraged to bring their cameras to capture those special moments. Internationally Renowned Cellist Zuill Bailey to Perform at the Library

Internationally Renowned Cellist Zuill Bailey to Perform at the LibraryA graduate of the Peabody Conservatory and the Juilliard School, Mr. Bailey's principal teachers were Loran Stephenson, Stephen Kates and Joel Krosnick. He performs on a 1693 Matteo Goffriller cello, formerly owned by Mischa Schneider of the Budapest Quartet.

Mr. Bailey's television appearances include a nationally broadcast recital for NHK-TV in Japan; a performance of the Beethoven Triple Concerto broadcast live nationally from Mexico City; a televised appearance in Havana with the National Orchestra of Cuba, in which he gave the Cuban premiere of Victor Herbert's Cello Concerto No. 2; three appearances on HBO; and an extended interview/recital on A&E's Breakfast with the Arts.

The Frontiers of Vision: The Panoramic Photography of Eric Jervaise
Through – January 21, 2007

The El Paso Museum of Art, in collaboration with the Museo de Arte del INBA en Ciudad Juarez, is exhibiting the works of French-born artist Eric Jervaise. The exhibition titled The Frontiers of Vision: The Panoramic Photography of Eric Jervaise examines daily life on the U.S.-Mexico border. Divided between the two museums, The Frontiers of Vision includes twelve large panoramic photographs, seven panel sheets containing four photos per sheet and eighteen contact sheet prints.


Annual Holiday Lights Parade

The City of El Paso’s Parks and Recreation Department will host the Holiday Lights Parade and Christmas Tree Lighting on December 2nd in downtown El Paso. The events leading up to the Christmas Tree Lighting in San Jacinto Plaza will begin at 5:00 p.m. with the lighting of the 50-foot tree at 5:50 p.m. The Christmas Tree Lighting Ceremony will be handled by Mayor John Cook, along with 10-year-old Genna Gonzalez of Collins Elementary School. The Tree Lighting ceremony has been enhanced with thousands of dollars in decorations made possible through a donation by the El Paso Community Foundation.

Following the Tree Lighting, the Holiday Lights Parade will start at 5:55 p.m. with an expected audience of 55,000 people. The Holiday Lights Parade will be staged on Mills St., east of Campbell, also using Florence, Ochoa and Virginia. The parade route will flow as follows: west on Mills, turn right (north) on Campbell, left (west) on Main St., left (south) on Oregon, left (east) on San Antonio, left (north) on Campbell and right (east) on Texas. It will disperse as it was staged using Florence, Ochoa and Virginia.

Holiday Lights at the Zoo
New for 2006 – Shop our Old World Market!


The El Paso Zoological Society’s “Holiday Lights at the Zoo” will take place this year on December 1&2, 8&9, 15–23 and 26-30 at 5:00pm to 7:30pm each evening. Bring the kids! Come see over 150,000 colorful lights intertwined in trees, along walkways and around buildings, creating a magical wonderland at the Zoo.

Since 1997, Holiday Lights at the Zoo, has become a tradition for many El Paso families. Nightly live musical performances are scheduled (check our website: elpasozoo.org), plus children can take pictures with Santa, enjoy special holiday treats & hot cocoa, and ride on the Carousel. Outdoor animals will not be on display during the evening hours; however guests can tour the Sea Lion Exhibit, South American Pavilion, Paraje Exhibit and the Asian Forest Complex. New at the Zoo: this year we have created an exciting "Old World Market" where you can shop for holiday gifts among crafts, toys and treasures selected just for this event.

With the eminent arrival of the holidays at hand, I would like to extend my warmest holiday wishes to all City employees and their families. I would also like to remind everyone to err on the side of caution and please be safe this during this upcoming Thanksgiving weekend. As part of gearing up for the holiday season, various City departments have organized and will be hosting events that compliment and instill the holiday spirit! Take a stroll through the wonderland of holiday lights at the El Paso Zoo or bring your hot cocoa, a warm coat and a friend to watch the Annual Christmas Tree Lighting. Whatever your interest, the City has much to offer. Take advantage of those wonderful events and sights of the season!


On another note, I would like to congratulate the employees of the Financial Services department who were recently recognized for excellence in reporting for the CAFR done for the year ending August 31, 2005. Great work!
