City Council Meetings Available In Spanish

In a continued effort to keep all citizens involved and informed of City Council actions, Spanish translation of all regular City Council meetings began in February 2007.

The translation can be viewed at the bottom of the TV screen through subtitles during the live 9:00 am broadcast and the recorded broadcast, which both air on Time Warner, Cable Channel 15.
.

The captioning option or subtitles can be accessed through the "captioning or CC" button on the TV remote control box or by going through the "Menu" options on your television.

Recycling Enthusiasts Put Bins Out Too Early

The curbside recycling program is scheduled to kick off on April 22nd. Residents placing their bins out too early will receive a friendly flyer from the Department of Environmental Services, reminding them of the program's start date.

Residents are reminded to please wait until the April 22nd start date to put their bins out on the curb with their regular trash bins on their neighborhoods designated pick-up day.

New Look, New Convenience: City of El Paso Website

In order to provide added customer service and convenience, the City of El Paso website, www.elpasotexas.gov, has been redeveloped to provide easier access to information on city services. An updated, more user-friendly design has been integrated into the site with the most relevant sections of the website located at the top of the homepage.

New Features:

  • The site highlights our beautiful city by showcasing various locations throughout El Paso every time you visit the homepage
  • A new Seniors page dedicated to offering information to those in our community that are age 65 and up has been added to the website
  • The new Just for Kids webpage helps educate the youngest in our community on what their City has to offer along with games and safety tips
  • The city newsletter City Beat, with the most up-to-date city information, can be read at the click of a button
  • The new "Comments and Concerns" tab allows users to voice concerns about services; receive specific information or just share their opinion on any city related matter and receive a response in a timely manner


Discounted Fares: It's Just That Simple

Riding the bus just got easier. Sun Metro continues to look over every aspect of operations to improve the quality of service while increasing operational efficiency. Students and children can now have access to bus service at a discounted rate, without the need of a Sun Metro identification card.

FARE DISCOUNT- HOW DOES IT WORK?

  • Children ages 6 to 18 do not need an I.D. (50 cents: Child Fare)
  • Students over 18 years must show a valid school I.D. *NO EXCEPTIONS* (50 cents: Student Fare)
  • Seniors and Disabled passengers will continue to use a Sun Metro identification card until further notice. (30 cents: Senior and Disabled Fare)

COST SAVINGS

  • $5 Estimated cost to issue one Sun Metro I.D.
  • Over 7 thousand I.D.'s were issued in 2006 (cost = $35,000)
  • Over 16 hundred student I.D.'s were issued in 2006 (savings = over $8,000)
  • $3 charge for passenger to replace lost I.D.

Students and children can continue to receive fare discounts without the need of an identification card. Sun Metro continues to move forward by providing a transit service that is more efficient, cost effective and most importantly, focused on providing an excellent customer service experience.


Cleaning-Up After Pet is Walk in the Park

The City of El Paso Parks and Recreation Department has recently installed numerous Mutt Mitt Stations which enable park-goers with their pets the chance to pull out bags from the various stations located in the park to throw away their animal’s pet waste.

The Parks on the Westside with the stations are listed below along with how many are in each park.
Future plans will have more parks throughout other areas of city with the mutt-mitt stations.

El Paso City-County Health and Environmental District’s WIC Program
Celebrates 30 Years of Service to El Paso

The El Paso City-County Health & Environmental District's WIC Program recently celebrated 30 years of service to women, infants and children in our community who qualify based on income, residency and nutritional need. The program, funded by the U. S. Department of Agriculture, began in February 1977 with a staff of three employees to serve a caseload of 1,000 clients per month. In 30 years, the program now has a staff of 146 serving over 48,000 participants each month. The program not only reaches clients in El Paso, but also those residing in Anthony and east as far as Sierra Blanca. There are 14 WIC Centers in El Paso located from Canutillo to Fabens including one in Fort Bliss. Two mobile centers assist in reaching areas where clients do not have transportation and to meet other needs for the specialized population.

The WIC Program offers a variety of services including nutrition and breastfeeding education, medical screening, referrals to the health care system and food benefits for specific nutritional foods to supplement the daily diet intake. The state contracts with 84 local grocers for redemption of the food benefits. In 2006, the positive economic impact to the local community from the WIC benefits was $30, 914,469.

The ultimate goal of the WIC Program is to change dietary habits to improve the participant's long-term health status. WIC is an effective preventive program for nutrition related health problems. Numerous studies have shown that WIC has a positive effect in improving and/or preventing childhood anemia, toxemia, premature births, low birth weight, infant mortality, complications in delivery and other maternal and infant illnesses.

"WIC has positively impacted the lives of so many individuals in this community for so many years. It has provided a healthy start for thousands of kids. We are hoping to continue expanding our services to meet the needs of other individuals not touched by this program to date," said Dr. Robert Galvan, Interim Director of the Health District.

The WIC Program is committed to serving all potentially eligible clients in El Paso and Hudspeth Counties and thus improves the quality of life for all citizens.

Parents must attend mandatory classes and receive a parent I.D. card from the City of El Paso Sports Program. This card is to be taken to Acosta Sports Center at 4321 Delta Drive, El Paso, Texas 79905 534-0254 along with the child to be registered (so a photo can be taken) and child's original county birth certificate (if not available a passport, Military I.D. or School Demographics with photo will be accepted).

Parent I.D.'s to show proof of taking parent classes is valid for one year and child/participants I.D.'s are valid for 2 years. Each I.D. is $5.00.

Clint Landfill News

Clint LandfillEnvironmental Services is taking advantage of filling in some gaps at the Clint landfill which is owned and operated by the City of El Paso. Soil collected by the El Paso Street Department from continuous Storm 2006 drainage clean-ups is being disposed of in the land surrounding the landfill that was eroded due to the heavy rains. Utilizing the soil as fill saves precious landfill space in the lined cells that are used for trash. The added soil will also help in stormwater runoff control and prevent the washing out of roads to the landfill and adjacent properties.


SERVICE IS BACK: William Beaumont Army Medical Center & VA Health Center

On Sunday March 18th, Sun Metro reinstated service to William Beaumont Army Medical Center and the VA Health Center using routes 36, 41, and 57.

As a result of 9-11, Sun Metro bus service into Beaumont Medical Center and the VA Health Center was temporarily interrupted. Sun Metro has continued to make the service available in the vicinity by detouring through Alabama Street. Sun Metro is glad to announce that service is back! Staff has worked in conjunction with military officials to reinstate regular bus service, but not before ensuring heightened security levels.

Sun Metro continues to make service improvements and reminds passengers that route schedules will not be affected. Bus service will enter and exit through the Fred Wilson Gate.

Sun Metro Welcomes Karen Walton, Assistant Director of Safety

Sun Metro extends a warm welcome this week to Karen Walton as she comes on board as Assistant Director of Safety. Walton comes to the Southwest after serving for six years as Executive Director at Mat-Su Community Transit in Alaska. Walton has an extensive background in safety and security training after serving as Master at Arms in the Navy for 12 years. Ms. Walton will implement individualized safety training to every employee. Her vision is to create a climate and culture based on safety and security principles.

Walton is excited to join Sun Metro. She will further training in all aspects of the organization by putting safety in the forefront. Also, she will implement a new safety training library that provides personnel with instruction, coupled with ongoing testing that ensures daily execution of best safety practices.

Walton received an undergraduate degree in Psychology and a Masters in Public Administration at the University of Alaska. "We're thrilled to welcome a person of her caliber and look forward to working together to incorporate safety as a lifestyle at Sun Metro." - Tim Omick, Sun Metro Director


Recognizing Excellence: Mario Garcia

Mario Garcia of the General Services Department is not your average employee. Working sometimes day and night to help tackle difficult building maintenance issues is only scratching the surface of what Garcia and his fellow staff do to help other City employees -- citywide. Below is a recent message, sharing just what a fantastic job Garcia has done for the City:

When I came on board as the Regional Branch Manager at the Dorris Van Doren Regional Branch Library, one of the first City employees to reach out and offer help was Mario Garcia. Our then Business and Finance Manager, suggested that I contact Mario when we began experiencing major leaks in our building. Mario was always willing to help anyway he could including the first time we had a hard rain and experienced more than 20+ leaks all at once, I called him at the same time I called the contractor and he arrived first with plastic sheeting to protect the books and computers here at the branch--and this was a Friday afternoon late. I have never asked for help but what Mario has been here or directed me to help. Many times in the beginning, we had false alarms with the security system and anytime of the day or night, he was usually here first or handled it himself and then let me know. Mario is always cheerful, professional and a good listener. This is so valuable in building maintenance where other city employees are in fact your customers. He supervises a great staff which he manages and follows up with always. His employee, Sergio, has been here many times with our HVAC system or Evelio with the roof and each time his staff notify me of what the status is of the job when they are finished. Mario always follows up where necessary. His support to me and my staff has been most valuable!

I decided I needed to finally put this in writing since I am hopeful that we have finally after two years, gotten the building's various issues addressed. I am very grateful for Mario and his staff's constant support and assistance. I know I can take him at his word. In thirty-two years of working in libraries, I have never had the privilege of working with someone I could count on like Mario. I consider him an exemplary employee!

Museums and Cultural Affairs Department (MCAD) Director Elected to Serve on National Arts Federation Committee

Yolanda Alameda, Director for the City of El Paso Museums and Cultural Affairs Department (MCAD) has been elected as a new member for the executive committee for the United States Urban Arts Federation (USUAF).

Ms. Alameda is responsible for the city's three public museums: El Paso Museum of Art, El Paso Museum of Archaeology and El Paso Museum of History; as well as a public art program, funding programs, city-wide performance and gallery programs and the development of collaborative marketing initiatives to enhance cultural tourism opportunities for the City of El Paso.

The United States Urban Arts Federation (USUAF) is an alliance of the directors of arts agencies in the nation's 50 largest cities. USUAF members meet twice a year in conjunction with Americans for the Arts events to discuss urban arts policy and funding. "Their work and cultural leadership will help guide the USUAF in addressing social, educational, and economic development issues through the arts," Robert L. Lynch, president and CEO of Americans for the Arts.

Prior to beginning her position with the City of El Paso, Yolanda served as Assistant Director of the Office of Cultural Affairs for the City of Dallas.


Museums and Cultural Affairs Department (MCAD) Employee Selected for Fellowship

Ben Fyffe, Arts & Education Program Specialist for the Museums and Cultural Affairs Department (MCAD) has been selected for a week-long Wallace Foundation Fellowship to be served at the Museum of Fine Arts, Houston.

A legacy of Readers' Digest founders Dewitt and Lila Acheson Wallace, the Wallace Foundation is one of the largest in the United States in terms of assets and is committed to both expanding education leadership and public participation in arts and culture. Mr. Fyffe will explore the use of Latino art and public programming to engage non-traditional audiences and is one of only four Texas arts professionals selected.

Two City Parks and Recreation Employees Recently Honored
At Park Board Meeting

The City of El Paso Parks and Recreation Department honored Cody Rios and Luis Maldonado Tuesday, March 6th at the Parks and Recreation Advisory Board monthly meeting.

The two employees were selected to be honored for their customer relations innovativeness. Rios is a Recreation leader at the San Juan Community Center while Maldonado serves in the same capacity at the Eastwood Community Center.

"We are very happy to honor Mr. Rios and Mr. Maldonado for their commitment to the general Public," said Joe Rodriguez, recreation services manager for the department.

El Paso Museum of Art Presents:
Soundings: Benito Huerta, 1992- 2005

For over thirty years of art-making, Benito Huerta developed the artistic philosophy that "Art is for everyone." This all-embracing attitude is the reason for Huerta's unique style that interweaves many modernist conventions with iconography drawn from a personal perspective on art, ethnicity and popular culture.

Soundings demonstrate the breadth of Huerta's artistic investigations and work that includes overlapping of signs, symbols and words that attempt to dismantle and expose hierarchies of power and control. Huerta investigates the traditions of art and contemporary political issues by combining images from high and low culture in paintings, prints and drawings that may include chiles, maps, Taoist Yin-Yang symbols, cartoon characters, and/or crosses. Huerta's work is in several museum and corporate collections throughout the United States.

Soundings is organized by the South Texas Institute for the Arts, Corpus Christi, Texas and will be on View February 25 - May 6, 2007 at the El Paso Museum of Art. The Museum is now open until 9:00 pm every Thursday evenings for your convenience. Please join us!

Departmental Award
The Office of Management and Budget recently received the Government Finanace Officers Association's Distinguished Budget Presentation Award for its FY 2006-2007 budget. This award is given to entities that display commitment to meeting the highest principles of governmental budgeting.

OMB's has received this prestigious award for multiple consecutive years. I, along with the rest of the organization, applaud this wonderful recognition.


Current Issues
We are working, as an organization, to enhance our focus on services and our role in the community. Among the various aspects of this pursuit, we are currently examining the feasibility of a Storm Water Management Function. Storm 2006 left behind significant property damage. All efforts to expedite the critical infrastructure work that is necessary to help repair our City has been started as a priority to ensure the preservation and safeguarding of health and safety. Part of our role in looking more in-depth at future solutions or options to help this situation includes the current examination of creating a Stormwater Management Function, under the auspices of the El Paso Water Utilities. This would expand the scope of their role as a Water/Wastewater utility and include stormwater management.

Meetings have been organized to help inform the community on this new proposal and to elicit feedback. El Pasoans' participation and involvement in looking at this proposal is extremely important.
