DOWNTOWN EL PASO WELCOMES YOU...
A revitalized DOWNTOWN provides opportunities to live, work, shop and play while fostering a productive and energetic economy for all citizens of El Paso. DOWNTOWN El Paso is renewing itself with a revitalization program guided by the DOWNTOWN 2015 Plan. The plan sets a vision through which the public and private sector work together to increase the value and attractiveness of the DOWNTOWN area. The DOWNTOWN Plan was adopted by the El Paso City Council on Oct. 31, 2006 and it is well on its way to being implemented.
The redevelopment plan for DOWNTOWN El Paso called for the creation of incentive programs and the establishment of a Tax Increment Reinvestment Zone (TIRZ) district for part of the DOWNTOWN Plan area. The TIRZ was created in December 2006 and expanded in December 2007 as private investment took root in the area. The TIRZ is an economic development tool that will help DOWNTOWN redevelopment pay for itself. In 2007 and 2008, various incentive programs were created to help property owners invest in their buildings and remove barriers to investing. Incentives include adopting more flexible building codes, new zoning districts and direct grants.
Redevelopment of DOWNTOWN El Paso is already underway with several projects under construction in 2009 that will create more opportunities for all El Pasoans. These include the Doubletree Hotel, construction of a new Federal Courthouse, restoration of the Mills Building and the Mills Plaza District redevelopment project. In addition, 13 buildings took advantage of our Facade Improvement Grant program, resulting in a more attractive DOWNTOWN. With this initial redevelopment activity, we are well on our way to a new, vibrant DOWNTOWN that works for all of El Paso.
