Housing Compliance
The Housing Compliance Section is comprised of Residential Combination Inspectors, Commercial
Inspectors and Property Maintenance Inspectors.
The primary mission of the Housing Compliance Section is to ensure public health,
safety
and welfare insofar as they are affected by the continued occupancy and maintenance
of
structures and premises. Existing structures and premises that do not comply
with the
provisions of the Property Maintenance Code shall be altered or repaired to
provide a
minimum level of health and safety.
Substandard buildings and their service systems are investigated and if unsafe
conditions exist, notices of the violations are issued to the property owner.
The
substandard or unsafe condition must be brought into compliance with all applicable
codes by repair, demolition or any other remedies approved by the Code Official.
If the
owner does not abate the unsafe condition, the City of El Paso may take Legal
action
against the owner of the property and complaints may be filed with the City
Prosecutor.
Other remedies that are allowed under State Law that have been adopted into
the City
ordinances would include the condemnation of the Structure, or unsafe service
systems,
or any other unsafe condition which exists on any property in the City. The
inspectors in
the Housing Compliance Section of Development Services Department prepare the
condemnation cases. The cases are presented to the Building and Standards Commission,
which makes a determination as to whether the Structure or service systems
are unsafe
and dangerous and what steps are required to bring the property into substantial
compliance with all City Codes and Ordinances. Upon failure of the owner to
properly
abate the unsafe Buildings or Service Systems that are not in compliance with
city Codes,
the City through the Director of Development Services Development, may take
the action
necessary to make the property safe.
In addition to unsafe property investigations, complaints about building with
out permits, Zoning violations and contractor licensing violations are investigated.
