Open Space Master PlanThe mountains, the desert, the river…El Paso wouldn’t be the same without them. Yet as our city grows, the special places our families remember are disappearing one by one.
The El Paso Open Space Plan gives you the opportunity to say which natural areas around us are most important to you. Through the Plan process the City will work with the community to identify and preserve these special places for future generations to enjoy.

ACQUISITION OPTIONS-FUNDING

Reinstate $2M previously set aside for Open Space purchases
Permanent funding-Make annual financial commitment to purchase Open Space
Bonds for Open Space purchases
Aggressive pursuit of grant funds
Use % of PSB (EP Water Utilities) land sales to purchase open space

REGULATION OPTIONS

ZONING

Create Open Space Zoning District
Consider rezoning default-zoned properties from R-3 to RF (Ranch-Farm)

SUBDIVISIONS
More flexibility in subdivision design to allow for and encourage greater Open Space
Master planning to coordinate subdivisions

INCENTIVES

Create mechanism to accept Open Space donations
Trade park credits for Open Space
Trade Open Space for flexibility in development

MANAGEMENT OF OPEN SPACE

Administration of Open Space under Parks & Recreation Dept
Examine creation of Park Districts and Open Space Districts
