Proposal of New Ordinance Will Implement Measures to Improve Safety of Vacant Structures
The City of El Paso’s Development Services and Fire Departmentare proposing a new ordinance to identify vacant buildings; determine requirements and establish responsibilities of owners of such properties; and to assure the structures are secure and safe.
The proposed ordinance will require owners of vacant buildings to:
·Register their vacant buildings on an annual basis
·Maintain their vacant buildings without imposing on the integrity of the neighborhood and surrounding buildings
·Secure vacant building/properties to avoid any safety hazard or nuisance issues.
In addition, the proposed ordinance will require the owners of commercial vacant buildings to:
·Have their properties and buildings insured
·Implement greater security/fire alarm systems
·Identify buildings with appropriate signage to accommodate fire and emergency personnel
The city estimates there are 5600 vacant buildings; 3800 of those are residential and 1800 are commercial. Implementation of this proposed ordinance will provide measures to protect people and adjacent property from possible hazards caused by unsecured, vacant properties.
