    Texas Transit Association Awards Sun Metro 2008 Outstanding Metropolitan SystemOn October 29th, 2006, the City of El Paso contracted First Transit to manage the city-owned mass transit department, located in El Paso, Texas. New management took key steps to modernize the system, quickly excelling in its performance-based, environmental and community-focused initiatives; all the while sustaining a flat operating budget for Fiscal Year 2008. Sun Metro refocused its priorities on ensuring the basics of transit:

    “To provide a safe, reliable, clean bus driven by a professional coach operator that practices excellent customer service”.

    In its first year under new management, Sun Metro’s customer-focused vision helped reclaim the public’s confidence in public transportation, leading to a 7.8% ridership increase. Improvements were due to increased bus reliability, successful cost control measures and the reallocation of funds to allow for system-wide improvement endeavors. The system achieved great performance-based successes driven by a 12% increase in on-time performance, a 72% decrease in missed service and an over 20% reduction in road calls (fixed-route).

    Reinventing Transit
    Sun Metro has proudly served El Pasoans for over 20 years, accommodating the wide-ranging transit needs of a growing community, linking individuals from two countries and three states with Job Express, fixed route and paratransit services. Today, Sun Metro is resurging with new opportunities and exciting plans that will further evolve local mass transit into a first-rate system; a key component of a lively, economically prosperous and culture-rich border metropolis.

    Sun Metro reprogrammed Capital Improvement Projects (CIP) to reflect highest priority on bus acquisition to ensure the basics of transit.
    • Bus Acquisition ($40 million)
      • 55 natural gas powered buses, 25 low-emission certified paratransit vehicles in 2007, 40 NABI’s (7 BRT type buses) slated for delivery in early 2009
    • Fuel Island Upgrade Complete ($2.4 million)
      • Efficient refueling (5 – 15min) & increased schedule adherence
      • Provide service without a need for mid-day refueling
      • Domestic Fuel- reduces dependency on foreign oil
      • 6th largest transit consumer of natural gas
    • Achieved full functionality of Automatic Vehicle Location (AVL) system within a year’s time
      • AVL full system functionality came to fruition after over 5 years of inoperability
      • Successfully geo-coded adherence time points, over 3,000 bus stops and 57 routes
      • Upgraded system servers and workstations
      • Established communication between access points and buses
    Prestigious TTA Award and TML-IRP Recognition
    • Texas Municipal League Intergovernmental Risk Pool (TML-IRP) recognized Sun Metro for successfully reducing accident claims by 48% form the 2005 – 2006 coverage period
      • Decreased both the frequency and severity of accident claims
      • Sun Metro received a $77,603 rebate for its safety efforts and a significant reduction in accident claims
      • In an effort to continue to reduce accident claims, in a joint effort, Sun Metro and TML-IRP will conduct two Coach Operator training sessions in the coming months.
    • The Texas Transit Association
      • On April 15th, 2008 the Texas Transit Association awarded Sun Metro with the Outstanding Metropolitan System Award, during the 2008 Texas Transit Conference in Waco, Texas.
      • The TTA presents awards to the best of the best transit agencies in the state, for the design and implementation of innovative concepts as well as for outstanding transportation achievements.

      The Downtown initiative addressing the major reconstruction of several streets recently completed ahead of schedule, bringing a new look and substantial improvements to the area.

      As all efforts under the Storm 2006 Capital Project continue in full force, the Pershing Dam Improvements Project now takes shape as part of the initiative enhancing storm water management facilities throughout the city.

      Sun Metro, having proudly served Sun City residents for over 20 years, continues to look for new ways to evolve and better meet the transit meeds of a growing border community.
