    New Breeding Law for Dog and Cat Owners in the City of El Paso, Texas


    • A female dog or cat is allowed to have only two litters of puppies or kittens every 12 months.
    • Owners are required to pay a $75.00 annual litter permit fee for each female dog or cat.
    • You have 10 days after the birth of a litter to get a permit at Animal Regulation and Disease Control located at 5001 Fred Wilson Drive on Tuesday through Saturday from 11:00 am to 6:00 pm
