Special Edition: Mayor and City Council Adopt Bold Strategic Vision for El Paso
As part of an extensive strategic planning process, the Mayor and City Council aimed to develop quality strategic public policy goals that would assist in guiding the City organization in a more positive and productive direction. Earlier this year, the Mayor and Council ratified action plans created by City Manager Joyce Wilson and City department heads that outline how the organization will implement the City Council's identified policy goals.
This special issue of the newsletter is dedicated to providing you, the citizen, with a better understanding and an in-depth look at these new policy goals and the steps the City will take to get us there.
Strategic Policy Areas
The Mayor and City Council's Public Policy Priorities are divided up into six specific areas: Transportation, Economic Development, Citizen Involvement, Fiscal Policy, Customer Service Operations and Community Development. The following are goals and action plans that have been developed for each of the identified policy areas to facilitate implementation.

Transportation
Strategic Goal: To establish a comprehensive transportation system
Action Steps:
- Become the lowest car dependent city in the Southwest
- Mitigate traffic congestion
- Establish El Paso as an international transportation hub
- Establish El Paso as the premier just-in-time (JIT) international commerce port in the United States
- Maximize economic development opportunities

Economic Development
Strategic Goal: To become the city with the lowest unemployment rate and highest per capita wages in the United States.
Action Steps:
- Enhance El Paso's image through the implementation of a multi-year/multi-venue "image marketing" and public relations campaign that promotes El Paso's livability and internationalism
- Enhance efforts to support business, job development, growth in core economic clusters, international business development opportunities and collaborations/partnerships between all economic development stakeholders and the community
- Develop strategies fostering the retention, support and expansion of existing businesses
- Create and develop "products" or additional initiatives to support and facilitate economic growth

Citizen Involvement
Policy Goal: To facilitate opportunities for citizens to be involved in local government.
Action Steps:
- Create effective neighborhood associations throughout the City
- Establish a neighborhood leadership academy
- Conduct a demographic study to better understand and meet community needs
- Promote youth involvement in the community's future

Fiscal Policy
Policy Goal: To ensure long-term financial stability and sustainability of the City government
Action Steps
- Maintain or improve the City's credit rating as recognized by external rating agencies
- Establish identifiable revenue sources to ensure the stability of annual budgets
- Ensure expenditure controls are in place and functioning effectively to ensure fiscal integrity
- Establish budget practices that ensure sustainability and continuity of programs/services to the community
- Support Internal Audit Function to provide checks-and-balances to the organization
- Develop systems to ensure that assets are adequately safeguarded

Customer Service Operations
Policy Goal: To become a high performing, customer-focused organization.
Action Steps:
- Catalyze department heads as change agents for improved customer service
- Discover the baseline public perception of current City services and develop instruments for ongoing public surveys of service
- Develop and enforce core service and customer service delivery standards throughout the City, establishing performance measures that determine quality and effectiveness.
- Develop a customer service mission statement that embraces the core values of the City: Excellence, Integrity, Respect and Accountability
- Launch an external campaign to promote excellent City customer service as part of the City's marketing and image strategy
- Implement a customer service element to our pre-employment selection process, particularly for those jobs that require extensive customer service contact
- Redesign new employee orientation to spotlight customer service as our reason for being
- Substantially expand ongoing customer services training, reaching all City employees to establish all staff members as City of El Paso ambassadors

Community Development
Policy Goal: To become the most livable city in the United States and be recognized as an international city.
Action Steps:
- Identify the top ten livability factors/criteria most relevant to El Paso and establish benchmarks and comparisons in order to develop target opportunities for improvement
- Promote sustainable quality development
- Develop and implement a City Wide Neighborhood program to systematically preserve and renew El Paso's neighborhoods
- Position Museums and Cultural Affairs Department (MCAD) in a leadership role, building partnerships in planning for El Paso's cultural prosperity and economic growth and making the City a dynamic regional cultural center for the benefit of all who live, work and visit here
- Create a nationally recognized library system.
