Community Development Block Grant (CDBG) Homeless, Emergency Shelter and Housing Public Service Category
CDBG funds are allocated to homeless programs that support the values and the work of the Homeless Coalition in their mission to provide a seamless continuum of care with a strong focus on safety net services and eventual independence through projects that:
* Provide safety net services including emergency shelter, transitional housing, special needs housing, and supportive services for basic needs such as food, transportation, health care, and other needs that lead to self-sustainability.
* Offer job training, preparation, education, and support services to obtain and sustain employment for economic security.
* Promote advocacy, public policy, financial leveraging, and community collaboration which advance the City of El Paso’s strategic 10-year plan, Border Solutions: Ending Chronic Homelessness in El Paso, Texas.
EMERGENCY SOLUTIONS GRANT (ESG)Funded under the McKinney Vento Act as amended by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009, this grant combines Emergency Shelter, Street Outreach, Homelessness Prevention, and Rapid Re-housing activities. It’s designed to provide essential street outreach and emergency shelter services as well as emphasizes homelessness prevention and rapid re-housing assistance to assist individuals and families quickly regain stability in permanent housing after experiencing a housing crisis of homelessness. This grant is funded through the HUD and managed by the City of El Paso’s Department of Community and Human Development.
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)The HOPWA program, managed by HUD's Office of HIV/AIDS Housing, is the only Federal program which was specifically established to provide housing assistance and related supportive services for low-income persons living with HIV/AIDS and their families. This grant is funded through the HUD and managed by the City of El Paso’s Department of Community and Human Development.
