Single Family Housing Rehabilitation:


If your home is in need of rehabilitation the Department of Community and Human Development - Housing Programs Division has low-cost loans that are available to families with low or moderate income levels. The loans, for amounts up to $34,000 can be repaid over 30 years. The interest rate the client will pay will depend on the client's annual income. If your home is in need of rehabilitation to bring it up to meet City Code Standards come and talk to the Representatives of the Housing Division, our experienced, friendly staff will assist you in finding a way to make those much needed home improvements.


Here is how to qualify:
  • You must own and occupy the house needing rehabilitation and it must be within El Paso City limits.
  • Your home must be valued at $70,000 or less.
  • The house must be in repairable condition.
  • The rehabilitation must be basic to meet City Code Standards. Loans are given to improve but not to add to homes. For example, a loan may be given to fix bathroom facilities, but not to build another bathroom.
  • Your family income and size must fall within the following guidelines:

Note: If the amount of income falls between two limits, the higher limit shall be applied.
Maximum Loan/Grant - $34,000 (for correcting code violations only)
All applicants qualify for a full loan except those that fall below the income guidelines on the extreme left column.
These applicants would qualify for a fifty percent grant and fifty percent zero (0) interest loan.
Applicants residing in a designated area of slums and blight and whose family income exceeds the maximum low income limit in the last column (3%) shall qualify to receive no less than a 3% loan.
