COMMUNITY DEVELOPMENT

 

Purpose

Neighborhoods are the most basic community building block. Strengthening the capacity of neighborhoods to identify their problems, formulate solutions and achieve the desired results will have a positive impact on El Paso's future.

Neighborhood organizations, such as associations are a means to building neighborhood capacity. In addition to neighborhood associations, Community Based Development Organizations (CBDO's) are very effective in strengthening neighborhoods. These non-profits can operate in the market just as for-profit developers, meaning the neighborhoods themselves can assist in revitalizing their neighborhoods or serve as catalysts in revitalization. The residents themselves form the organizations, which is why they are termed community-based. Often a prerequisite for funding is that a significant portion of the board members be a resident of a low-moderate income neighborhood they serve. This means new responsibilities for neighborhood leaders and the need for building the capacity of these new organizations.
