The use of tax incentives and tax-exempt bonds made available through the Empowerment Zone designation and other federal provisions will be an integral part of many EZ programs. The success of the Empowerment Zone will also depend to a significant extent on the availability and accessibility of other federal programs that can complement and enhance the programs funded directly under the Empowerment Zone Program. The EZ funds will serve as seed money to generate the momentum of continuing and sustained investment in the Empowerment Zone. The multitude of commitments that will be leveraged by the EZ designation, combined with the resources that will complement the EZ initiatives, will help achieve the revitalization of El Corazon de El Paso.
