Energy Conservation Program:
Grants of up to $3,000 are available for low or moderate incomes families who reside within the City of El Paso and are in need of energy-saving improvements in their homes; some examples of improvements include but not limited to: addition of insulation, caulking, or glazing windows.
The program shall be in the form of a grant when used in conjunction with the loan/grant owner/occupied Rehabilitation Program and HOME Reconstruction Programs; and in the form of a loan when used in conjunction with the rehabilitation of Investor-Owned rental property
