Lead-Based Paint Hazard Control Program
The Lead-Based Paint Hazard Control Program Grant, a lead paint abatement program, was funded on October 1, 2003 through a grant from the Department of Housing and Urban Development (HUD). The Department of Community and Human Development's Housing Programs Division has until March 31, 2007 to implement the Lead-Based Paint Hazard Control Program.
This program is aimed at assisting homeowners to identify lead hazards in residential paint, dust and soil. These hazards may be paint chips, lead in household dust, child accessible or mouthable painted surfaces, friction surfaces of windows and doors, and lead in residential soil.
This program is available to families who meet the following criteria:
- have incomes meeting the HUD low-to-moderate income guidelines,
- have incomes meeting the HUD low-to-moderate income guidelines,
- homeowners living in homes built before 1978
- have children living in or being cared for in the home that are under the age of six (6) years, and
- Reside in one of the following zip codes: 79901, 79902, 79903, 79905, 79907, 79915 and 79930
This program pays for the child's blood test screening available at any of the clinics of the El Paso County Health and Environmental District located within the City of El Paso. It also pays for initial home inspections, lead hazard abatement, and re-inspections to assure successful completion of abatement requirements.
